WHN Property Management is a Wyoming based property management company that is owned by Wyoming Housing Network (WHN) and has a central office is located in Casper, WY. Wyoming Housing Network is a nonprofit community developer that serves the state of Wyoming with the mission of strengthening Wyoming communities by providing quality resources and opportunities for people to reach their housing goals. WHN Property Management has an important role in reaching this mission and creating pathways to safe, affordable housing which strengthens and revitalizes rural communities. The Director of Property Management will help WHN Property Management create a mission centered approach to strengthen and maintain our affordable housing portfolio of 13 properties located throughout the state.
Job Candidate
The ideal candidate for the Director of Property Management is a systems thinker and team player. A potential Director of Property Management must be able to understand the various requirements on each property and their team, and lead them to consistent practices, compliance, programmatic implementation, and timely reporting. The Director of Property Management should keep the residents' experience at the forefront of their decision making and leadership practices. This position is supported by and works closely with the WHN team to ensure the success of the portfolio.
Job Responsibilities and Description
· The Director of Property Management is a senior level position that reports directly to WHN’s Executive Director as the owner of WHN Property Management.
· The Director of Property Management is expected to work closely with various members of WHN’s team that are involved in the care of the properties including the Director of Finance, the Director of Real Estate Portfolio, Compliance, and Accounting staff.
· The Director of Property Management will work very closely with WHN to ensure the affordable housing portfolio is being adequately maintained, funded, and is generating appropriate revenue. This includes preparing weekly, monthly reports and monitoring all AR/AP balances.
· They will create a Crisis Management protocol to support property staff as needed. Work with site staff to address resident complaints.
· The Director of Property Management will create and monitor the budget for WHN Property Management, as well as individual property budgets. Collaborating with Property Managers, Maintenance, and others to ensure each property has an accurate and appropriate annual budget.
· They will work with properties and owners to assess capital improvements and work with contractors for major repairs or improvement projects.
· The Director of Property Management is also responsible for overseeing regional, local property management and maintenance staffing needs at each property. Including the hiring of staff and ensuring that that their programs, policies, and procedures are following best practices and are being appropriately implemented. Creating a staff retention program and plan that includes onboarding, continual training, incentives, and engagement with the mission.
· They will direct staff in preparing for reviews by regulatory agencies, lenders and investors and attend in preparation for these inspections. Review responses to findings or citations and ensure they are submitted to the agencies on time. The Director will be responsible for ensuring all leases are compliant with each property's regulatory requirements.
· Visit sites on a regular basis to mentor Property Managers and monitor ongoing issues at the properties. Also to Inspect health and maintenance and participate in onsite inspections by third party regulatory agencies and investment partners when possible.
· Ensure that teams comply with current applicable landlord-tenant law and fair housing law including reasonable accommodation procedures and policy.
· Find and communicate with third party contractors as needed for services.
· Maintain or acquire any relevant and necessary licensure or credentials and participate in ongoing education and professional development.
· Update Management Plans for each property annually.
· A solid understanding of marketing principles and activities to assist properties fill units in the local market where projects are located.
· Maintain regular communication with professional and industry partners.
Job Specifications
· Bachelor’s degree in management/finance or equivalent industry experience.
· Minimum of 8-10 years Property Management experience that includes supervising others.
· Industry certifications preferred. Must have the ability to gain needed certifications.
· Affordable housing experience preferred. Knowledge of, and experience in, affordable housing property management and maintenance.
· Experience managing staff.
· Strong computer skills and experience with Yardi, MRI, Boston Post or other industry software applications.
· Knowledge of Federal and State Landlord/Tenant laws and regulations. Knowledge of Tax Credit, Rural Development, HOME, and Section 8. Strong knowledge of the Fair Housing Act.
· Commitment to providing housing for low, and very low, income people.
· Ability to exercise sound judgment and to communicate effectively. Must be self-directed and a strong team participant and leader.
· This individual must be committed to delivering exceptional customer service and executing WHN Property Management’s mission by focusing on our customers, listening attentively, identifying needs, and making their best effort to resolve issues/concerns.
· Travel is required in this position as well as occasional weekend or evening hours as needed.
