General Qualifications
Provides expert advice and guidance to financial and program officials supporting fiscal responsibilities within legal and policy guidelines, agency operating protocols, and program budgets. Provides analytical support for DoD/Federal agencies and departments, including:
- Develops the agency’s estimated financial plan on an annual basis which addresses the fiscal resources necessary to provide required services to Departmental offices;
- Experience with budget management, EVM tracking, and risk management strategies;
- Prepares data analysis and presentations for meetings and briefings which effectively and accurately display financial program information to individuals or groups;
- Provides and implements solutions to internal controls and reporting weaknesses;
- Reviews and analyzes financial reports generated by financial system and determines compatibility with plans, prior month status, relevant reports, and general ledger;
- Develops plans, schedules, and budgets to meet contractual requirements;
- Uses quantitative analytical techniques to assess program process issues and develop risk reduction/mitigation approaches for improving program planning, control, and execution;
- Prepares/analyzes funding/execution reports; and
- Interacts with senior military and government officials, participate in communicating status to upper level management, review, design and implement process changes.
Required Skills
- Bachelor’s Degree, plus 4 - 10 yrs. of applied financial analysis supporting federal programs;
- Expert understanding, knowledge, and proficiency with DoD/Federal financial systems and policies relating to program execution and financial management practices;
- Advanced proficiency with MS Excel, Word, PowerPoint, and SharePoint; and the ability to communicate effectively verbally and in writing.
Specialized Skills
- DAWIA, or FAI Certification (Financial Mgmt.), or other professional (i.e., CPA) credential desired;
- Experience with ACAT-I, or II level programs, applied EVM and reporting desired;
- Hands-on experience using Navy databases / applications, including: Defense Agency Initiative (DAI), Navy Enterprise Resource Planning (ERP), Computer Optimized Batch Reconciliation Application (COBRA); Program Budget Information System (PBIS), Procurement Budget Justification Documents (PDOCS), and Enterprise Data Warehouse (EDW).
