The Senior Contract Manager is responsible for all financial elements and all the work conducted on the contract. The Senior Contract Manager must have an understanding of the current DoD functions and organization, including the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and Joint Staff, the Combatant Commands, the Defense Agencies, and the DoD Field Activities, as codified in DoDD 5100.01, “Functions of the DoD and its Major Components.” The ability to rapidly learn and understand OSD-level governance structures, responsibilities, processes, functions, relationships, authorities, principles, terms and acronyms, and administrative practices. The Senior Contract Manager will be designated in writing to the CO. The Senior Contract Manager or alternate shall have full authority to act for the Contractor on all matters relating to daily operation of this contract. In addition, the Senior Contract Manager must have familiarity with OSD-wide management and reform efforts, including (1) reform of the business operations and resources of the Department, and (2) on-going and enduring management of the Department’s structure for civilian oversight and control of the military. The Senior Contract Manager provides management oversight and direction to all personnel assigned to this contract including Project Managers, Contractor staff, and subcontractors : 10
- Provide performance management activities to include developing and updating standard operating procedures (SOPs), conducting in-person training, receiving client feedback on performance, providing quality control for products and support, corrective action plan development when necessary.
- Oversees all financial management actions reviewing vendors monthly invoices for accuracy prior to submission in WAWF including tracking, coordinating with subcontractors, providing burn rate projections, and reviewing staffing plans.
