Job Title: On-Site Manager / Alternate On-Site Manager
Location: Tinker Air Force Base
Salary Range: Negotiable (based on applicable experience and education)
Start Date: Contingent upon Award of contract
Education: High School; Bachelors Degree preferred
Experience: The On-Site Manager and alternates shall have a minimum of five years of experience that is similar in scope and responsibility of managing Standard Base Supply Systems (SBSS). At least one year of experience working in base-level general supply or equivalent function in a managerial capacity. Experience must be at least within 12-18 months currency prior to award of contract.
Additional Qualifications:
The On-Site Manager shall be proficient in the Standard Base Supply System (SBSS) to include the capabilities, limitations, and technical characteristics of the supply system. The On-Site Manager shall be proficient in the interface of supply computer programs, material accounting procedures, principles of inventory control, fundamentals of operating budget preparation, concepts of logistics planning, and management techniques.
Applicant must be a U.S. citizen.
Secret Clearance required.
Job Description:
The On-Site Manager (OSM) and Alternate On-Site Manager (AOSM) will supervise, provide and monitor all personnel, equipment, tools, vehicles, materials, supervision, and other items and services necessary to perform the General Supply Services function for the 72nd Logistics Readiness Squadron at Tinker Air Force Base (TAFB), Oklahoma, and other tenant units. He/she will be responsible for: 1) maintaining war readiness and supporting the wartime mission of wing/base; 2) maintaining overall customer support; 3) providing expeditionary logistics support; 4) supply chain material management; and 5) care and security of nuclear Weapons Related Material (NWRM) and War Reserve Material (WRM). In addition to the General Supply Services function, the OSM and OASM will also ensure the successful operations and functionality of the following areas:
a) Inventory and Documentation Control
b) Customer and Training Services
c) Mobility Support (mobility bags and Individual Body Armor (IBA))
d) Weapons Vault operations
e) Munitions Storage Area support
Key Responsibilities Include but not limited to:
a) Ensuring the Contractor’s Safety plan is rigidly applied and enforced
b) Ensuring the Contractor’s Quality Control plan and procedures are rigidly followed and enforced
c) Ensuring the Contractor’s Environmental plan is rigidly applied and enforced
d) Ensuring the Contractor’s ability to store, manage, maintain, inventory and deploy Mobility Bags, Mobility Readiness Spares Packages (MRSP), Mission Support Kits (MSK), Gas Masks and IBA
e) Ensuring the Contractor’s ability to receive, store, handle, issue and transport munitions, provide courtesy storage for organizations with no secure storage capability, prepare and schedule munitions for shipment.
f) Ensuring the training and management of Contractor personnel who require special certifications to include Munitions Inspector Training and Certifications and valid Commercial Driver's Licenses (CDL) or those personnel required to transport munitions.
g) Ensuring the Contractor’s ability to control, account for, and provide security for all Government and contractor provided equipment, facilities, and data, manage contractor personnel security clearances, and manage and provide training on the Government’s Information Security Program.
