What You'll Do

  • Provides daily direction to Construction’s Field Welding Engineering organization. Monitors workloads of the group and assists the Project Field Engineer in determining work assignments.
  • Provides technical guidance to the Field Welding Engineers (FWE) in the interpretation of Design documents, development of Weld Maps, Weld Inspection Request, and Weld Packages.
  • Performs surveillances of in-process and completed project assignments.
  • Assists in the resolution of technical problems.
  • Performs technical reviews to ensure compliance with the requirements of the project.
  • Ensures the Field Engineering staff remains compliant with National Building Code Certifications and CNS qualifications.
  • Performs supervisory duties including approving weekly time cards and performing Goal development and Annual Performance reviews.
  • In addition to managing Construction’s Field Weld Engineering group, provides support to Construction direct-hire craft by performing Field Weld Engineering responsibilities supporting construction projects or technical oversight for subcontracts.
  • Provides construction site engineering resources and expertise during construction phases of projects to interpret designs, adjusts designs to meet site conditions, manages technical issues, performs field inspections, monitors technical submittals and configuration management, verifies installed quantities, supports construction supervision, and provides final technical approval of completed construction tasks to ensure construction conforms to design specifications.
  • Provides technical/programmatic guidance on multiple and complex construction management tasks.
  • Completes assigned tasks under minimal supervision and technical direction.
  • Reviews and interprets drawings and specifications to determine if information is adequate for successful completion of construction.
  • Oversees construction work for compliance with drawings and specifications.
  • Performs constructability reviews during design preparation and execution.
  • Maintains direct relationship with the Construction Managers/Construction Superintendents and the responsible Project Managers (PM) to execute the scope of work.
  • Provides technical support in all phases of construction formation, project execution, testing/inspection, and project closeout. Maintains records of installed quantities and completed construction work.
  • Participates in obtaining any required permits/clearances, lockouts, Escort Agreements, and work authorizations prior to commencing work on site. Performs verification of work in progress to ensure requirements of safety, security, quality (technical drawings and specifications), environmental control, workmanship, and schedule are met. Transmits completed files to CM, as necessary, upon work completion. Assists in the preparation of procedures, administrative and technical documents.
  • Prepares purchase requisitions for materials and services.

Minimum Job Requirements

  • Bachelor’s degree in a technical engineering discipline or another related field. 5 or more years of experience in construction.
  • Thirteen years of progressive, relevant construction welding experience will be evaluated and considered for equivalency to the educational requirements. Typically, each year of college education is equal to two years of experience. The experience must include positions as a Field Welding Engineer/Construction/Quality Control Engineer. Demonstrated ability to collaborate effectively with construction craft or supervision in meeting program/project objectives. Must have effective oral and written communication skills and be able to interact effectively with all levels of personnel and management. The candidate must have above average organizational skills. Must have knowledge with the initiation and processing of Construction Inspection Packaging (Work Packaging, Work Control, and Weld Inspection).
  • Requires a Certified Welding Inspector certification from the American Welding Society (AWS) or the ability to meet the requirements of the American Society for Nondestructive Testing (ASNT) recommended practice SNT TC 1A for Level II or Level III in Visual Testing, Penetrant Testing.
  • Must have technical knowledge in respective national consensus codes and standards listed in 10CFR851 (AWS D1 series, ASME B31 series, and ASME Section IX Welding codes are particularly beneficial).

Preferred Job Requirements

  • Knowledge of organized Construction Labor and Building Trades is desired.
  • Working knowledge of large-scale nuclear construction projects and ASME NQA-1 requirements. International Code Council (ICC) Electrical Inspector Certification or equivalent.
  • Intermediate to advanced experience in field engineering activities of DOE and non-reactor nuclear facility EPC projects.
  • Demonstrated commitment to Environment, Safety and Health (ES&H). Demonstrated commitment to a Zero Accident safety program.
