What You'll Do
The Nuclear Enterprise Assurance (NEA) Manager will be responsible for the development, execution and maintenance of the Y-12 NEA Program. A primary responsibility in this role is to build and lead a team whose responsibility is to ensure implementation and performance of Federal NEA requirements and to support identification, evaluation, and documentation of NEA-related risks that may impact the Y-12 mission. These risks include adversarial based risks associated with:
- Supply Chain
- Nuclear Weapon (NW) Enabling Capabilities related risks that may impact the ability to design, produce or test NW’s
- NW Crosscutting Functions and Programs related risks
- NW System Assurance related risks associated with weapon program products and activities, and
- Digital assurance risks associated with operational technology (OT).
The NEA program is a federally mandated counter subversion program and is applicable to the entire Nuclear Security Enterprise (NSE) intended to provide assurance against adversarial attacks and prevent subversion and/or compromise of our nation’s nuclear deterrent across the full weapon lifecycle. The primary objective is to protect our nation’s NW stockpile.
The NEA Manager’s role is to provide direction, coordination, and leadership to the NEA team and act as a Subject Matter Expert (SME) that provides support to site organizations in the identification, analysis, and resolution of NEA related risks and issues. Frequent travel is required to support external meetings, working groups, trainings and conferences.
Additionally, you will:
- Lead in development and completion of customer deliverables (e.g., Level 2 Milestones)
- Develop and implement the NEA Site Execution Plan (SEP) through engagement of the NEA Team
- Work with the NEA Program Manager and NA 121.4 staff to establish programmatic goals (budget and finances) and track performance to those goals.
- Champion initiatives to resolve NEA related issues and anomalies
- Work closely with diverse teams in support of NEA related risk discovery, identification, analysis and management including evaluation and development of NEA related risk mitigations, procedures and metrics.
- Ensure collaboration with the intelligence community on activities associated with identification of threats and vulnerabilities associated with the Site mission.
- Serve as the primary Y12 representative on the NEA Integrated Working Group (NIWG) where they will interact with Labs, Plants, and Sites (LPS), External Agencies, and Site NEA Points of Contact (POC) to execute, maintain and improve the NEA program.

Minimum Job Requirements
- Bachelor’s degree: Minimum 7 years of relevant experience. Typical experience ranging from 7 to 10 years.
- OR Fifteen or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting.
Preferred Job Requirements
- Ability to understand technically complex systems, technologies, and applications within the manufacturing and production environments.
- Minimum 3 years of demonstrated supervisory/management experience (including leading teams, performance management, and mentoring)
- Ability to plan, review and communicate technical processes; analyze operational data for the purpose of generating written reports or process improvements; analyze problems and make recommendations associated with special tooling and fixtures used in processes; and clearly and effectively communicate through oral and written word.
- Experience directly associated with NW weapon components and processes is desired.
- Experience with leading and/or participating in subversion centered vulnerability and/or security-related risk assessments.
- Application of tools used in discovering, identifying or evaluating risk [e.g., failure mode and effects analysis (FMEA), root cause analysis, strengths, weaknesses, opportunities, and threats (SWOT), Risk Register, and/or risk informed decision making (RIDM)], .
- Knowledge associated with information gathering, analysis and evaluation focused on an adversarial mindset.
- Strong communication skills that support the ability to coordinate, interact, network, and mediate with local and NSE-level NEA subject matter experts and site managers, as well as technical weapons personnel, project managers, and cross-cutting function personnel.
- Experience with improvement-based tools and processes, for example; six sigma, kaizen, and process mapping.
