What You'll Do
Supports the subcontract formation process and Subcontracts Administrator (SA) during the bid process. Provides support to construction projects and technical oversight for subcontractors. Provides technical/programmatic guidance on multiple and complex construction management tasks. Makes decisions regarding installation methods independently and works with the Construction Manager (CM) and SA. Completes assigned tasks under minimal supervision and technical direction. Reviews and interprets drawings, specifications, and subcontract conditions to determine if information is adequate for successful completion of construction. Oversees construction work for compliance with drawings and specifications. Performs constructability reviews during design preparation and execution. Maintains direct relationship with the CMs/Construction Superintendent and the responsible Project Manager (PM) to execute the scope of work.
Provides technical support in all phases of construction execution team formation and project execution, testing/inspection, and closeout. Maintains records of installed quantities and completed construction work. Prepares progress reports, conducts progress meetings with subcontractors, and keeps supervisors, Project/Construction/Facility Management informed of assigned work and maintains a direct relationship with Project Engineering. Participates in obtaining all required permits/clearances, lockouts, Escort Agreements, and work authorizations prior to commencing work on site. Performs verification of work in progress to ensure requirements of safety, security, quality (technical drawings and specifications), environmental control, workmanship, and schedule are met. Establishes and maintains a document file, and generates a daily activity and weekly summary reports. Assists in the preparation of procedures, subcontract packages, statement of work and technical documents. Prepares purchase requisitions for materials and services. Transmits completed files to SA, as necessary, upon work completion.

Minimum Job Requirements
- Bachelor's degree in Electrical Engineering. Minimum 2 years of relevant experience in Construction disciplines/functions. Typical experience ranging from 4 to 7 years.
- OR 10 or more years of education and/or relevant experience (such as a Field/Construction Engineer, Subcontract Technical Representative or Electrical Craft Professional) may be considered to satisfy educational and years-of-experience requirements for this posting.
Preferred Job Requirements
- Must be able to write Technical Evaluations and experience in writing Statements of Work documents for subcontract packages. Demonstrated ability to collaborate effectively with Engineering, Safety, Environmental, Transportation, and Management in meeting project objectives.
- Must have effective oral/written communication skills and be able to interact effectively with all levels of personnel and management.
- Must have excellent organizational skills to manage all documentation and interfaces associated with effective construction management. Knowledge of single or multi-discipline construction operations and processes is required. Knowledge of organized Construction Labor and Building Trades experience is essential.
- Electrical discipline (conduit/hanger installation, terminations, testing, code compliance inspections) experience is preferred.
- Knowledge of nuclear construction, ASME, NQA-1, electrical power distribution and high/low voltage systems and International Code Council (ICC) Electrical Inspector Certification or equal.
- In addition, experience using Construction processes and procedures is preferred.
- Experience in relevant construction employment on DOE/DOD projects is preferred.
