Summary

The Engineering Specialist will play a key role in supporting Hazard Mitigation Assistance (HMA) grants within our Government Services division. This role will regularly evaluate projects for technical feasibility, cost-effectiveness, and compliance with federal, state, and local regulations. The ideal candidate will have a background in engineering, architectural or construction fieldwork, with strong analytical skills, understanding of benefit-cost analysis principles, and the ability to provide technical guidance to stakeholders.

This is a fully remote position. Candidates must be in the Florida Panhandle, within 3 hours of Tallahassee, FL.

Key Responsibilities

  • Conduct engineering reviews to assess the eligibility, feasibility, and cost-effectiveness of HMA grant applications.
  • Perform site inspections across the Florida Panhandle and surrounding areas to verify project compliance with federal, state, and local regulations.
  • Analyze and interpret technical documents, including engineering designs, product specifications, cost estimates, and product approvals.
  • Utilize FEMA-approved benefit-cost analysis (BCA) methodologies to evaluate project cost-effectiveness.
  • Develop Requests for Information (RFI) to gather essential technical data for engineering reviews and BCA assessments.
  • Prepare comprehensive technical reports, including project scope, BCA summaries, and supporting documentation.
  • Provide technical assistance to sub-applicants and subgrantees, addressing project-related concerns.
  • Other duties as assigned.

Qualifications & Skills

  • 1 years’ experience in engineering, construction fieldwork, or architectural practices required.
  • Bachelor's degree in engineering, construction management, or related field.
  • Strong understanding of engineering principles, hazard mitigation strategies, and regulatory compliance.
  • Excellent written and verbal communication skills for developing reports and providing technical guidance.
  • Ability to work independently and collaborate with stakeholders effectively.
  • Experience conducting site inspections and analyzing technical data preferred.
  • Proficiency in FEMA-approved benefit-cost analysis methodologies for HMA grant applications preferred.
  • Frequent travel throughout the Florida Panhandle required (up to 50%).
