Administrative Officer
Supervises: Accounting Technicians, Administrative Support Specialists, Customer Service Representatives, and Foreign Language Interpreters
Essential Job Functions
This position serves as the senior managerial position serving as the administrative personnel supervising purchasing, budget preparation and control, and conducting personnel transactions. Assists the director of a large local department with large professional staffs and budgets in management activities; confers with representatives of other county departments and state agencies in administrative service problems. Analyzes administrative problems and makes recommendations for new or revised policies and procedures. Performs related duties as required. Supervises, directs, and evaluates assigned staff; handles employee concerns and problems, directs work, counsels, disciplines and completes employee performance appraisals; Monitors status of work progress and approves completed work; Consults with assigned staff, assists with complex/problem situations and provides technical expertise; Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; Initiates any actions necessary to correct deviations or violations; Manages various budgetary, fiscal, administrative, human resources, and clerical and technical functions such as purchasing and store keeping activities and mechanical and building maintenance; Answers questions and provides instruction for state/local finance departments; Provides information and answers questions relating to audits, financial records, or activities; coordinates state/local computer technology; Develops and maintains administrative procedures; Assures that assigned areas of responsibility are performed within budget; Monitors various service contracts. Formulates, interprets or implements management policies or operating practices. Handles complaints, arbitrates disputes or resolves grievances. Represents the Agency during important contract negotiations. Other duties as assigned.
Education and Experience
- Associate degree in a related field and two (2) years of experience in administration or accounting; or a High School diploma or GED and five (5) years of experience in administration or accounting.
- 1 year of supervisory responsibilities
- Must have valid driver’s license.
Preferred: Previous experience in a human services agency
Working Conditions
Hours of Work - Generally, Monday-Friday 8am-5pm Occasional nights and weekends as needed.

o pertinent Federal, State, and local laws and regulations
o purchasing and contracts
Special Notes Concerning This Position
- Serves as the Deputy Registrar for the Agency
- Must be a Notary Public - Responsible for Shelter Operations/Assistance
- Member of the Command Structure during a Public Health Emergency
- Serves as a HIPAA Officer for the Agency; also serves as the HIPAA Breach Officer
- Must maintain confidentiality at all times
- Serves as the Training Officer for required Annual Trainings
- Serves as the Clerk to the Human Services Agency Advisory Board
- A background check, drug screen and motor vehicle report will be required prior to hire.
- The duties of this position may also include assistance with sheltering operations and working medical counter measure events during natural disasters and public health emergencies.
- ICS Trainings (100, 200, 700 and 800) must be completed within 90 days of hire
