What are the responsibilities and job description for the Eligibility Trainer (Quality Assessment/Quality Improvement) position at Yadkin County Government?
Essential Job Functions
This position is responsible in-depth review and analysis of Economic Services programs to ensure compliance with County, State and Federal rules and regulations. Programs to be evaluated include Food and Nutrition Services, Medicaid (including Family and Children’s, Adult and Long-Term Care and Special Assistance), Work First, Non-Emergency Medicaid Transportation, Subsidized Child Care and Energy programs. Ongoing analysis will be performed by completing reviews of casework and eligibility determinations in each program area using review tools and will involve using NCFast, Compass Pilot and interviews with Agency staff and clients to complete the work. Evaluation will also include tracking and assisting with NC Fast Help Desk Tickets that are submitted on behalf of the Agency. Data on the Agency’s performance will be aggregated and distributed to Management on a monthly basis. Duties also include using data to develop training plans and curricula for each program and subsequently assisting in facilitating training of Economic Services staff in individual and group settings. This position will compile information for regular monthly audits for the Non-Emergency Medicaid transportation program and will serve as a back-up in this program as needed. This position is responsible for assisting the Director, Assistant Director and Eligibility Supervisors in preparing for audits and Federal and State reviews. Perform other duties as assigned.
Education and Experience
High school diploma and two years’ experience in DSS income maintenance programs
Working Conditions
- Physical Demands – able to sit for extended periods of time, viewing a computer monitor/using a keyboard and mouse, walking, standing, bending, stooping and occasionally lifting up to 25 pounds.
Hours of work - Generally, Monday-Friday 8am – 5pm

- Computer Skills – Must be able to operate Microsoft Office software package, as well as the ability to operate copier and fax machine.
- Experience working in the NCFast computer system
- For any employee who has not satisfactorily completed the NCFast Core and Job Specific Certifications, the certifications must be completed within 30 days of hire. NCFast Core Certification requires a score of 70 or higher on the exam and Job Specific Competencies require a score of 75 or higher. Certification must be maintained based on State requirements.
Special Notes Concerning This Position
- A background check, drug screen and motor vehicle report will be required prior to hire.
- The duties of this position may also include assistance with sheltering operations and working medical counter measure events during natural disasters and public health emergencies.
- ICS Trainings (100, 200, 700 and 800) must be completed within 90 days.
