Department of Natural ResourcesHourly Wage: $50.83/Regular/Full-Time/SupervisoryIncumbent will assist DNR Superintendent in providing Tribal Council and the Tribal Administrative Director the necessary information and data necessary to manage, evaluate, preserve, conserve, coordinate, enhance, and protect the natural resources of the Yakama Nation and to protect Yakama Treaty of 1855. Incumbent will be responsible to evaluate the program's functions according to established tribal goals, objectives, and tribal policies.As an assistant to DNR Superintendent, the incumbent will be involved with planning, organizing, and directing all DNR programs. Work is characterized by a wide variety of continuous projects and funding sources. Incumbent is responsible to monitor all DNR programs to ensure objectives and operational goals are met. Incumbent will monitor DNR programs budgets to ensure compliance for all deliverables. Incumbent may be responsible for providing policy direction to DNR programs.Examples of Work Performed:As Acting Superintendent, the incumbent will have signatory authority to sign all administrative and financial documents necessary to maintain the successful operation of the DNR department.Coordinates with DNR Superintendent to oversee all DNR projects to ensure they meet established goals and objectives on behalf of the Yakama Nation.Coordinates with DNR Superintendent and respective committees on DNR projects, activities, policies, and projects.May review all DNR programs documents to ensure compliance with Yakama Nation policy and procedures.Maintains and monitors all DNR programs grants, contracts, and tribal budgets for accountability and to ensure compliance.Provides assistance with DNR budget preparation and ensures all DNR programs budgets are prepared, approved by DNR Superintendent ready for Tribal Council Committees and Tribal Council approval.Directs and manages the overall workflow of the office and focuses on meeting deadlines when needed.May be required to act on behalf of DNR Superintended as representation for meetings.Assist DNR programs with guidance, and direction regarding Human Resource policies and procedures.Responsible for monthly reporting of financial reports and monthly reports to DNR Superintendent.Knowledge, Skills and Abilities:Knowledge of the duties and responsibilities of DNR Superintendent.Knowledge of the Yakama Nation's D365 financial accounting system.Knowledge of 93-638 grant and contract regulations and compliance issues.Knowledge of the Code of Federal Regulations (CFR) and how they apply to the Yakama Nation.Knowledge of federal environmental statutes such as NEPA, ESA, NIFRMA, NAGPRA, and NHPA and their applicability to Yakama Nation LandsKnowledge of the Personnel Policy Manual, Supervisors Manual, Compensation Manual, FinanceManual, and the Drug and Alcohol Procedures Manual.Knowledge of supervisory and management principles and practices.Knowledge of accounting theories and principles.Knowledge of tribal administrative policies and procedures.Knowledge of the Yakama Nation governmental organization.Knowledge of grant, contracting, and purchasing policies and procedures.Ability to work closely with all DNR staff to ensure a positive work environment.Ability to establish and maintain effective working relationships with other department staff, supervisors/managers, elected officials, and the public.Ability to manage multiple complex projects and tasks with competing deadlines.Ability to communicate effectively, orally and in writing, with all levels of personnel including employees, supervisors, elected officials, etc.Ability to work with federal, state, and local agencies ensuring Yakama Nation's laws are enforced andprotected.Minimum Requirements:Bachelor of Science degree in natural resources, hydrology, fisheries, wildlife, environmental toxicology, fire ecology, forestry, or related field.Substitute for education on a month-for-month basis, progressively responsible work experience relative to the duties and responsibilities of this position.Four years of progressively responsible experience relevant to the duties and responsibilities of this position.Required to pass pre-employment background check.Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit.Required to pass a pre-employment drug test.Preferred Requirements:Master of Science degree in natural resources, hydrology, fisheries, wildlife, environmental toxicology, fire ecology, forestry, or related field.Two years of progressively responsible experience relative to the duties and responsibilities of this position.Enrolled Yakama Preference, but all qualified applicants are encouraged to apply.
