Hiring Range: $21.92 - 23.26 per hour ( Non - Bargaining Pay Plan, B22 Step 1-4 DOQ)

There are two Appraiser Specialists vacancies in the Yakima County Assessor's Office. Appraiser Specialists are in training to become Appraiser I’s and will perform much of the work of an Appraiser under supervision until qualified. Qualification requires 1000 hours as well as successful completion of Uniform Standards of Professional Appraisal Practice and Washington State Certification for Assessors. Appraisers inspect and measure properties for tax valuation purposes. Some inspections will be on active work sites and all necessary safety precautions must be taken.

Essential Duties:

Under the guidance of a professional, collects, reviews, verifies, and analyzes property information to draw conclusions in determining the appropriate cost, income and market adjustments used in valuation.

Appraises property by inspecting, categorizing, and confirming property characteristics and changes to property.

Measures, photographs, draws, takes pictures, and gathers related information on properties.

Updates computer database records and information and finalize residential and agricultural property information. When inspecting property due to a segregation or merge, determines new land values and location of improvements.

Organizes field maps, plat maps and aerial maps. Reads aerials for boundaries, topography and permanent crops. Maintains current and historical records. Processes forms to determine effect on value due to destruction of property, unknown changes to property and exemptions. Responds to and explains appraisal methods and valuation criteria to property owners, Board of Equalization, and State Board of Tax Appeals; presents the possible options and determines the correct data to use. May appear in court hearings as an expert witness for valuation of property. Performs other duties as required.

Education and Experience:

Associate degree or two year technical certificate in Real Estate, Surveying, Engineering, Construction, or Quality Control; OR an equivalent combination of education and experience which provides knowledge, skills and abilities sufficient to successfully perform the essential duties of the job.

Note: In lieu of a High School Diploma, two (2) years of related experience in the above degree disciplines is required.

Required:

Valid Washington State Driver’s License and proof of insurance.

Successful completion of a general employment verification

Preferred:

Bachelor’s Degree in the above listed degrees.

Experience in construction management/trades, real estate or banking, architecture.

Equipment Used: Computer, Cell phone, copier, calculator, passenger vehicle, tape measures, wheel tapes, measuring tools.

Working Conditions: This position is rated as Light Work, exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
