For additional information on CORE, please visit our website: www.medicine.yale.edu/core The Health Outcomes Researcher III (three) will report to the Manager, Quality Measurement Programs (QMP) and lead technical teams working on government/nongovernment contracts and projects at CORE. The Health Outcomes Researcher III independently leads development, testing, implementation and ongoing reevaluation of national health care quality measures and advances measurement methods. The primary role is to provide technical expertise and experienced leadership for multi-disciplinary teams in completing high quality products for projects, like the Centers for Medicare & Medicaid Services (CMS) contract, for national public reporting and tracking trends . The list of job responsibilities is not intended to be all-inclusive and may be expanded to include other duties that management may deem necessary from time to time. Responsibilities
- 1. Independently leads project teams; is attuned to needs and strengths of team staff; works actively to understand and meet needs of supervisory leads and project directors; leads project teams that have increased complexity (e.g. number of deliverables, stakeholders, milestones, and simultaneous timelines).
- 2. Works collaboratively with senior leads, supervisory leads, the principal investigator/project director, analysts, and project management staff to conduct task work and create products.
- 3. Supervises and/or leads literature reviews, trains teams to identify and utilize resources to inform tasks, methods, testing, etc.
- 4. Mentors team members and junior leads in synthesizing external reports and papers into methodological and analytic strategies.
- 5. Has mastery of various data sources and guides team in identifying appropriate data for tasks and metrics; Leads creation of analytic plans for data evaluation.
- 6. Evaluates published data reports and analyzes information such as aggregate hospital or patient data to inform project design and assist investigators in comparing and summarizing findings such as reports on trends in hospital performance and patient outcomes.
- 7. Communicates with internal teams and communicates with client and collaborators without supervision about project scope, timelines, and potential risks to the project through briefings, presentations, conference calls, and emails.
- 8. Negotiates task scope with project director, contract manager and client to ensure expectations are met or exceeded.
- 9. Ensures project teams are on track to deliver high quality deliverables on time by designing, reviewing, editing, and approving products, prior to senior staff and project director(s) review.
- 10. Frames all products and responds to questions from internal and external stakeholders.
- 11. Meets regularly with senior staff, providing input on progress, and responding to questions related to assigned tasks.
- 12. Leads team(s) in key decisions and resolving issues.
- 13. Communicates updates and concerns regarding projects, teaming, individual staff performance, budget/resources, key technical decisions, and changes to timeline and deliverables to applicable CORE manager(s) and/or director(s).
- 14. Assists with developing and writing contract and grant proposals and manuscripts.
- 15. Serves as primary decision maker while obtaining input from team members.
- 16. Problem solves methodological/team/process issues with other team members as issues arise.
- 17. Recruits external experts for consultation where appropriate and represent CORE in interactions with expert groups.
- 18. Mentors junior staff on project teams; provides growth opportunities; seeks opportunities for team members to increase knowledge, comfort and skills of staff.
Qualifications
EDUCATION
Undergraduate degree in a scientific or health related discipline required. Advanced scientific or clinical degree or equivalent experience (MS/MPH/MD/PhD/DPH) preferred. Formal training in health services research methods preferred.
EXPERIENCE
Minimum of 9 years of experience in technical components of health services, health policy or related research with an undergraduate degree; 5 years with a Masters; and 4 years with doctoral or professional degree. Experience should include at least 3 years of experience in successfully leading projects or teams.

Experience leading diverse, multi-generational, multidisciplinary teams. Demonstrated experience managing multiple tasks simultaneously that cover a broad range of technical areas and adhering to deadlines. Demonstrated technical and/or health policy experience. Demonstrated competencies in epidemiology, health policy and analytical skills. Demonstrated experience collaborating with other government contractors or independent non-government agencies that support outcomes measure work. Comprehensive knowledge of policies pertaining to research studies. Demonstrated competencies in computer software to support research project(s). Project management and budget management skills, preferred.
