POSITION TITLE: Housing Stabilization Director
RESPONSIBLE TO: Deputy Director
RESPONSIBLE FOR:
The Housing Stabilization Director is a full-time, exempt position responsible for overseeing YCAP’s county-wide housing programs. These programs support housing stability through advocacy, empowerment, financial and tenant education, employment and skill-building, and coordinated support services that help households improve their economic and housing security.
In this leadership role, the Housing Stabilization Director plans, designs, implements, and evaluates all program components within YCAP’s service areas and the Continuum of Care. They also represent the agency at local, regional, and national levels, promoting effective organizational and management practices.
As a member of the Executive Management and Leadership teams, the Housing Stabilization Director participates in staff meetings, strategic planning, goal-setting, resource development, and community outreach to advance the agency’s mission.
DUTIES:
Supervision & Management
- Foster a positive team environment through active listening, problem-solving, and timely responses.
- Maintain effective relationships with HUD field officers, OHCS staff, the Continuum of Care, local leaders, and community partners.
- Hire, and evaluate program management staff. Provides guidance to program managers in finding resolution to HR related issues.
- Supervise staff by setting priorities, assigning duties, monitoring deadlines, and evaluating performance.
- Collaborate with the Housing Initiatives Director to develop a full continuum of housing services.
- Guide, motivate, and support staff and interns in alignment with YCAP’s mission and values.
- Provide consultation, guidance, and policy interpretation to staff, interns, and partner agencies.
- Address and resolve staff, intern, and client concerns.
Leadership & Program Oversight
- Provide vision, leadership, and motivation to Housing Stabilization (HS) program staff and participants.
- Oversee program development and ensure compliance with grants, contracts, and regulatory requirements.
- Interpret and implement policies based on government statutes, regulations, and guidance.
- Prepare and present program reports to YCAP leadership and partner agencies.
- Manage HS grant applications, client records, and performance reports in partnership with the Development Director.
- Organize and oversee the agency’s annual Point-in-Time count.
- Identify and secure additional resources to expand services for vulnerable populations in Yamhill County.
Monitoring & Compliance
- Direct HS program monitoring and ensure staff readiness. Respond to findings as needed and report to the Deputy Director.
- Ensure compliance with contractual requirements, agency policies, and grant regulations.
- Maintain up-to-date systems and records for program oversight.
- Implement reporting systems to monitor and control fiscal and programmatic activities.
- Manage sub-recipient relationships, ensuring compliance, timely reimbursements, and regulatory adherence.
Liaison & Public Relations
- Represent HS programs at local, state, regional, and national levels to advocate for staff and clients.
- Serve as a liaison to housing and family service entities.
- Lead community outreach, education, and advocacy efforts for HS programs while promoting the YCAP brand.
- Act as a regional convener and collaborator on housing and homelessness issues.
Financial Management
- Develop and oversee the HS program's annual budget.
- Monitor expenditures, revenues, and fiscal compliance.
- Ensure grant requirements are met within the budget and fiscal reports are submitted on time.
- Keep agency leadership informed of financial compliance and funding needs.
- Oversee grant funding and matching funds procurement with the Development Director.
- Track organizational spending trends and ensure financial accountability.
Facilities & Contracts
- Manage HS program facilities directly or in coordination with facility management.
- Ensure facility integration with agency systems, including IT, signage, and telecommunications.
Knowledge, Skills, and Abilities
- Expertise in homelessness, housing issues, and social service programs.
- Experience managing grants, housing programs, human resources, and finance practices.
- Proficiency in program management, including planning, operations, evaluation, and data systems.
- Strong skills in program development, community collaboration, advocacy, service delivery, and resource development.
- Excellent oral and written communication skills.
- Ability to build partnerships with community organizations and client groups.
- Strong leadership, team-building, and problem-solving abilities.
- Adherence to YCAP Employee Policies and Procedures.
Qualifications
- Education: MSW preferred; Bachelor’s degree required in social welfare, public administration, social work, or a related field.
- Experience:
- Human service program management experience.
- At least three years in a management-level role, preferably in HUD or housing/homelessness programs.
- Minimum of two years of supervisory experience.
- Other Requirements:
- Knowledge of best practices in housing stability programs.
- Ability to serve as YCAP’s after-hours emergency contact for HS programs.
- Valid driver’s license with a clean driving record.
- Ability to pass a drug screening and background check.
PHYSICAL DEMANDS The physical demands described represent those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee will be required to sit, stand, kneel, walk and/or bend for extended periods of time. Must frequently lift and/or move up to 20 pounds and occasionally lift up to 30 pounds.
