What are the responsibilities and job description for the Billing Analyst position at Yamhill County?
Yamhill County Health and Human Services (YCHHS) has one regular full-time position for a Billing Analyst (Data Analyst classification) to join the Finance Team within the Administrative Services Division. In this position, you will work closely with the HHS Finance Manager and Accounting Supervisor in matters related to billing, including, but not limited to: compiling billing-related data; generating and analyzing reports; tracking metrics and contract deliverables; producing and submitting invoices; tracking payments and verifying against expected amounts; and providing pertinent information to YCHHS leadership. You will also be responsible for tasks related to time management, including, but not limited to: running and reviewing reports to ensure time and absences are entered accurately in our finance system; developing reports to effectively track trends related to time and absences; being a liaison between YCHHS and Central Payroll services; processing payroll corrections; and providing pertinent information to YCHHS leadership. A successful candidate will have experience in using advanced techniques for data collection, research, and report preparation, using a variety of computer applications. The person in this role should also be prepared to analyze problems, identify solutions, make recommendations for resolution, and synthesize information into readable material for various audiences. This is a non-bargaining position.

The Qualifications:
- Three years’ experience in data analysis, reporting, and decision support, including demonstrated proficiency with analytical software is required.
- College level coursework or training in public/business administration, statistics, accounting, or related field is also required.
- An Associate’s or Bachelor’s degree is preferred.
- Any satisfactory combination of experience or training which ensures the ability to perform the job will be considered.
- May be subject to successful completion of a criminal history background check.

The successful applicant must have a proven ability to exercise a high level of confidentiality, discretion, diplomacy, and sound judgement. In addition to this, they must be self-directed, detail-oriented, possess the ability to work effectively independently and in a team environment, interact with co-workers and the public in a courteous, professional manner, and exhibit excellent communication skills. Must be proficient in computer use including Microsoft Office Suite. Experience using Oracle Cloud is preferred.
