Yamhill County has one regular, full-time position for a Facilities Capital Projects Manager.  This position will be responsible for managing, and overseeing facilities capital project planning, contract procurement, project management, and budget management for Yamhill County courthouse and general government facilities. Incumbent also oversees external lease agreements for the County. Confers with administrative and Facility and Maintenance personnel, works with architects, engineers, and other design professionals to develop plans, as well as coordinate with and manage vendors and contractors utilized in County projects. Works closely with various departments to assess needs and develop plans that meet those requirements, while adhering to budget constraints, timelines, and Count-wide priorities and objectives. Leads and oversees asset management as well as the design, planning, review and implementation of new construction or renovation projects. Analyzes the effectiveness and availability of space utilization, available facilities, assets, and other resources to support County operations.


SUPERVISION RECEIVED:  
Works under the general supervision of the Deputy County Administrator, or designee, with considerable independent judgment.

SUPERVISION EXERCISED:  
No regular supervision is exercised. This position is considered a Program Manager and shares full authority for the Facilities and Maintenance Department with the Facilities Operations Manager. However, this position is not assigned the regular responsibility of Facilities and Maintenance staff supervision. During the Facilities Manager temporary absence or disability, this position may be assigned to assume the duties of the Facilities Manager and provide direct supervision for all Facilities and Maintenance staff.  

DUTIES AND RESPONSIBILITIES INCLUDE ESSENTIAL FUNCTIONS OF POSITIONS ASSIGNED TO THIS CLASSIFICATION.  DEPENDING ON ASSIGNMENT, THE EMPLOYEE MAY PERFORM A COMBINATION OF SOME OR ALL OF THE FOLLOWING DUTIES:
  • Participates in County facilities capital improvement planning activities. Provides advice and consultation for campus planning and design of improvements and capital construction projects.
  • Oversees external lease agreements for the County. Meets with potential tenants to negotiate lease agreements, monitor lease renewals, review and process payments for property management company, and resolves any applicable issues that arise.
  • Represents the County at external meetings with outside agencies. Serves as a liaison with city, county, state, and federal agencies on issues related to facility planning for the County.
  • Manages all phases of project development for large and/or complex construction and facility improvement projects.
  • Organizes and conducts public community meetings to gather input and address neighborhood concerns related to the County’s future capital investment program.
  • Researches and makes recommendations on permitting and site planning of public facilities, land exchanges, right-of-ways, easements, and zoning changes.
  • Oversees the selection of vendors and contractors. Participates in defining the terms of contract agreements and ensures work is completed satisfactorily. Monitors the performance of contracts to ensure compliance with applicable specifications.
  • Ensures all contract solicitation and selection processes adhere to procurement rules.
  • Assesses the County’s facilities portfolio and need for acquisition or liquidation of real property. 
  • Researches, reviews, and communicates with consultants, real estate brokers, state or private parties regarding real property transactions relating to the sales, lease, or purchase of real estate. 
  • Assists the Facilities and Maintenance Operations Manager in developing the annual Facilities and Maintenance Department budget. 
  • Monitors project budgets to identify potential financial overruns and variances; makes appropriate recommendations to alleviate financial implications.
  • Plans, prepares, monitors, and manages facility project budgets.
  • Positions in this classification may perform all or some of the responsibilities above and all positions perform other related duties as assigned.
  • Undertakes special projects as assigned.
  • Performs other duties as assigned.

A bachelor’s degree or advanced training/experience in a related field and five years of relevant experience as a facilities manager or project manager for a campus of similar size and composition as Yamhill County are required.  Course work and training in trades or facilities management may be substituted for up to one year of experience. Relevant experience beyond the required five years of experience may substitute for the degree requirement on a year-for-year basis. Any satisfactory equivalent combination of experience and training which ensures the ability to perform the work may substitute for the above.

OTHER REQUIREMENTS:
Ability to secure and maintain a driver’s license valid in the state of Oregon, or an acceptable alternative means of transportation. May be required to drive a County vehicle. Employees authorized to operate a private vehicle on County business are required to carry a valid driver’s license and liability insurance minimums as outlined in ORS 806.070.

The incumbent typically works in an office environment and uses a computer, telephone and other office equipment as needed to perform duties. The noise level in the work environment is typical of that of an office. Work also may involve travel to meetings. Incumbent may encounter frequent interruptions throughout the workday. 

The employee is regularly required to sit, talk, or hear; frequently required to use repetitive hand motion, handle or feel, and to stand, walk, reach, bend or lift up to 20 pounds.

Contact with the public may risk exposure to irrational/hostile behavior, contagious diseases, or contact with domestic animals.
