Emergency Management Specialist - Public Works (Prescott)

Under general supervision, performs work of moderate difficulty providing a combination of administrative and technical support for Emergency Management programs.

  • Provides administrative support and operational assistance to the Emergency Management unit staff. Functions include generating documents and managing correspondence, organizing, filing, and maintaining department records.
  • Provides on-site support of the department as needed in response to ‘All Hazards’ emergencies. 
  •  Coordinate press releases and inquiries from the news media and the public in coordination with the County PIO.
  • Performs administration of state and federal grants, maintains associated records and documentation, prepares, and submits required requests, invoices, and progress reports.
  • Assists in preparation of Emergency Management’s general budget. Prepares, processes, and maintains documentation for all purchase orders and invoices. Reviews invoices and processes all associated paperwork for payment; follows up on payments to vendors; researches and resolves problems; initiates paperwork to correct discrepancies and ensures payments of bills, etc.
  • Assists with the development of written programs and responses to outside volunteer organizations. 
  • Assists in coordinating matters related to community emergency preparedness.
  • Performs other job-related duties as assigned.
Education:
Associate’s Degree in Emergency Management or closely related field.
 
Experience: 
A minimum of two (2) years of relevant experience in emergency management or closely related field.
 
An equivalent combination of directly related work experience and education may substitute for the degree requirement on a year-per-year basis.

Additional Requirements:
Must possess a valid Arizona driver’s license.
Must obtain the following Certifications within six (6) months of employment
  • IS 100 (online): Introduction to the Incident Command System
  • IS 200 (online): ICS for Single Resources
  • IS 700 (online): National Incident Management System
  • IS 800 (online). National Response Framework
Must obtain the following Certifications within one (1) year of employment
  • Professional Development Series Certificate

Required Knowledge, Skills, and Abilities:
 
 Knowledge of:

  • Budget Planning
  • Grant funding requirements, including the monitoring of funded activities, tracking expenditures, and fulfilling reporting requirements.
  • Principles and practices of emergency preparedness planning and emergency management standards. 
  • Business English, spelling, grammar, punctuation, and composition.
  • Clerical office practices and procedures.
  • Research techniques and report writing.
  • Current Microsoft Office software.
  • Filing and recordkeeping.
Skill in:
  • Communicating effectively verbally and in writing and communicating orally in a face-to-face setting and by telephone with public and employees.
  • Establishing and maintaining effective working relationships with employees, other agencies, and the public.
  • Organization and adherence to detail.
Ability to:
  • Provide timely, accurate, professional, and confidential administrative support.
  • Process documentation effectively in the prescribed timeframe, using computers for word processing, data management, and development of spreadsheets, diagrams, tables, maps, and graphic displays.
  • Organize and prioritize assignments and perform duties with considerable independence.
  • Comprehend, interpret, and apply regulations and procedures related to emergency management.
  • Organize and maintain written and computerized records and files and prepare statistical reports from such records.
  • Conduct meetings, instructional sessions, and present and explain complex information.
  • React quickly and calmly in emergency and/or stressful situations.
  • Develop and maintain effective working relationships with associates, employees of other departments, representatives of other organizations, County officials, and the public.
  • Keep management informed of key operating issues affecting the department.
  • Remain current in knowledge required to perform assigned duties.  
  • Handle confidential matters and maintain discretion always.
  • Act with courtesy, tact, and diplomacy.

Work Environment:
 The work environment is associated with an office and field environment year-round in all weather conditions and may include exposure to loud noise, dangerous emergency situations, bloodborne pathogens, dust, fumes, mist, and chemicals. This is a highly public position where contact with public may be in challenging situations. 

Physical Requirements:
 Ability to sit or stand for extended periods of time. Sufficient vision to read printed materials and a computer screen; hearing and speech ability to communicate effective in-person and telephonically. Capable of frequent repetitive movement of arms, fingers, and wrists. Ability to lift up to 50 pounds.
