Under minimal supervision, oversees the programming and development of department-specific and web-based Geographic Information Systems (GIS) applications. Works with various county departments as necessary to develop coordinated GIS data sets.

EXAMPLE OF DUTIES
Designs, develops, programs, implements, and supports GIS applications using ESRI 10.x Products (e.g., ArcMap, ArcGIS Enerprise, ArcGIS Server, etc.), SQL Server Database Administration, and Windows programming/development tools (e.g. .NET, Visual Basic, ActiveX Controls, ASP, HTML, JavaScript, etc.).Analyzes departmental GIS functions/operations (existing and potential) and supporting software applications for the purpose of identifying needs and opportunities for the use of spatial data and GIS applications in assisting with the delivery of services by Yavapai County.Manages satellite office and provides leadership and strategic planning for regional GIS database maintenance/data flow.Acts as a liaison between department-specific GIS users, the GIS Department, and other county departments to address GIS technical support and Quality Assurance and Quality Control.Assists employees with methods or procedures related to application design, coding techniques, and database design, as well as how to accomplish specific tasks.Prepares and updates training procedures, user manuals, and technical assistance memorandums.Identifies and works with other agencies to determine general scope and objectives, specific requirements, and strategies for successful completion of projects.Generates hard copy specialty maps and GIS data requests as needed by the public and county departments.Procures hardware and software needed for application development and implementation.Performs other job-related duties as assigned.

SUPPLEMENTAL INFORMATION
Required Knowledge, Skills, and Abilities: Knowledge of: Geography and various methods and references common to GIS applications, such as coordinate systems, coordinate geometry (COGO), and mapping standards.Industry standard GIS software and technology, web-based software, relational database technologies, and experience in cartographic principles.Establishing quality control procedures and techniques to ensure the validity and accuracy of County GIS data layers, including the use of topology tools.Business English, spelling, grammar, punctuation, and composition.Clerical office practices and procedures.Research techniques and report writing.Current Microsoft Office software.Filing and recordkeeping.Skill in: Providing accurate, prompt, knowledgeable and courteous support regarding GIS problems or information requests.Demonstrating the ability to research and interpret conflicting and/or ambiguous documents, maps, and drawings.ArcGIS Desktop 10.x; and supporting software such as ArcGIS Pro, ArcGIS Enterprise, ArcGIS online, AutoCAD, Adobe Photoshop, Illustrator, Excel, and Access.Communicating effectively verbally and in writing and communicating orally in a face-to-face setting and by telephone with public and employees.Establishing and maintaining effective working relationships with employees, other agencies, and the public.Organization and adherence to detail.Ability to: Provide prompt, knowledgeable, and courteous support to staff regarding GIS problems or information requests.Manage projects from inception through implementation and evaluation.Assist in developing and maintain internal standards and controls in compliance with the county’s policies and procedures.Accurately and promptly complete tasks as assigned from inception through implementation and evaluation.Clearly convey GIS/spatial information and IT technology to non-technical individuals.Learn other department business and be able to integrate necessary data with GIS for County businessApply standards and controls against activities in compliance with the county's policies and procedures. Maintain knowledge in areas of application design to ensure the county does not encounter technical inefficiencies.Establish quality control procedures and techniques to ensure the validity and accuracy of County GIS data layers, including the use of topology tools.Develop and maintain effective working relationships with associates, employees of other departments, representatives of other organizations, County officials, and the public.Keep management informed of key operating issues affecting the department.Acclimate to changing GIS and IT technologies and become versed in functionality of new systems. Handle confidential matters and maintain discretion always.Act with courtesy, tact, and diplomacy.Work Environment: The work environment is associated with an office. The work area is adequately lighted, heated or cooled and ventilated.Physical Requirements: Ability to sit or stand for extended periods of time. Sufficient vision to read printed materials and a computer screen; hearing and speech ability to communicate effective in-person and telephonically.
