Yavapai County has an exciting opportunity for the position of Hydrologist II within the Flood Control District.   This position will require travel between the Prescott and Cottonwood locations.  

Under general supervision, performs work of moderate difficulty related to hydrology projects including gathering, analyzing, and interpreting mapping, hydrologic, hydraulic, geological and related data.

  • Provides technical Geographic Information Systems (GIS) support to the Stormwater Engineer, District Engineer, Director, Hydrologists, Civil Engineering Technician, Flood Warning Manager and Specialist, and administrative staff.
  • Reviews building permits and zoning requests for compliance with federal, state, and county floodplain regulations.
  • Researches and applies for available grants to obtain funding for the district.
  • Assists Flood Warning Program Manager and Flood Warning Specialist to perform maintenance, testing, programming, calibration, troubleshooting and repair of the ALERT 1 and ALERT 2 Flood Warning System gauges, transmitters, repeaters, receivers, and base station.
  • Performs flood status checks to determine if properties are impacted by flood hazards.
  • Works with other departments and agencies as needed on internal projects and to resolve citizen complaints.
  • Answers questions from the public and other departments.
  • Presents at community outreach events to increase flood hazard awareness.
  • Performs fieldwork and site investigations.
  • Employs small, unmanned aircraft systems (sUAS) to perform drainage inspections, monitoring, and assess flood damages. Conducts aerial surveys of flood zones and pre- and post-construction projects for comparative analysis.
  • Authors standard operating procedures (SOPs) for review of building permits, issuance of development permits, Flood hazard status reports, and flood construction permits for residential grid-tied photovoltaic systems. Collaborates with District Engineer to author standardized comments for use in flood control reviews and permits.
  • Performs other job-related duties as assigned.

Education: 
Bachelor’s Degree in Civil Engineering, Environmental Science, Geology, Hydrology, or related natural or physical science field. 

Experience:  
A minimum of three (3) years of relevant experience in hydrology, civil engineering, geology, or related field. An equivalent combination of directly related work experience and education may substitute for the degree requirement on a year-per-year basis. 

Additional Requirements:
Must possess a valid Arizona driver’s license. 
Must obtain Certification as a Floodplain Manager (CFM) through the American State Floodplain Management Association within one (1) year of employment. 
Must possess certification to fly unmanned aircraft systems.

  • Watershed hydrology.
  • Structural and regulatory flood mitigation measures.
  • Map reading, surveying, soils, and geology.
  • GIS, hydrology, hydraulics, and computer modeling techniques as applied to surface water problems.
  • Federal Emergency Management Agency and the National Flood Insurance Program.
  • Flood Insurance Studies.
  • Grant funding and acquisition.
  • Business English, spelling, grammar, punctuation, and composition.
  • Clerical office practices and procedures.
  • Research techniques and report writing.
  • Current Microsoft Office software.
  • Filing and recordkeeping.

Skill in:

  • Mathematics.
  • Public speaking and presentation.
  • Communicating effectively verbally and in writing and communicating orally in a face-to-face setting and by telephone with public and employees.
  • Establishing and maintaining effective working relationships with employees, other agencies, and the public.
  • Organization and adherence to detail.

Ability to:

  • Read flood and topographic maps.
  • Measure distances using an engineering scale, tape, or calibrated instruments.
  • Walk over rough, uneven, or rocky surfaces.
  • Work in a variety of weather conditions with exposure to the elements.
  • Develop and maintain effective working relationships with associates, employees of other departments, representatives of other organizations, County officials, and the public.
  • Keep management informed of key operating issues affecting the department.
  • Remain current in knowledge required to perform assigned duties.  
  • Handle confidential matters and maintain discretion always.
  • Act with courtesy, tact, and diplomacy.

Work Environment:
The work environment is associated with an office and field environment year-round in all weather conditions and includes exposure to loud noise, dust, fumes, mist, and chemicals.

Physical Requirements:
Ability to sit, stand, walk, or bend for extended periods of time. Sufficient vision to read printed materials and a computer screen; hearing and speech ability to communicate effective in-person and telephonically. Capable of frequent repetitive movement of arms, fingers, and wrists. Ability to lift and carry up to 30 pounds.
