Yavapai County Flood Control District is seeking an experienced Hydrologist III to join our team in Prescott!

Under general supervision, performs work of considerable difficulty related to hydrology projects including gathering, analyzing, and interpreting mapping, hydrologic, hydraulic, geological, and related data.

  • Assembles, coordinates, and maintains the documentation for Yavapai County and dependent communities CRS application, modification, cycle verification visits, annual recertifications, and community assisted visits.
  • Serves as the lead for the Regulatory group providing technical guidance and oversight.
  • Coordinates verification visits with ISO/CRS Specialist, Arizona Department of Water Resources NFIP and Flood Warning Coordinator.
  • Reviews and approves Planning Use Permit applications, Land Use Variance applications and Sand & Gravel permit applications. Reviews and approves Commercial Permit applications. Reviews and attends Commercial Code Review applications.
  • Reviews and approves Construction Certificates for compliance and final approvals. Creates, reviews, and approves Floodplain Development Permits.
  • Assists Hydrologist and other office staff with questions and queries relating to floodplain management, CRS activities, and Citizenserve permit application software.
  • Performs other job-related duties as assigned.

Education: 
Bachelor’s Degree in Civil Engineering, Environmental Science, Geology, Hydrology, or related natural or physical science field. 

Experience:  
A minimum of five (5) years of relevant experience in hydrology, civil engineering, geology, or related field.

An equivalent combination of directly related work experience and education may substitute for the degree requirement on a year-per-year basis. 

Additional Requirements:
Must possess a valid Arizona driver’s license.
Must obtain Certification as a Floodplain Manager (CFM) through the American State Floodplain Management Association within six (6) months of employment.

Required Knowledge, Skills, and Abilities:

  Knowledge of:

  • Watershed hydrology.
  • Structural and regulatory flood mitigation measures.
  • Map reading, surveying, soils, and geology.
  • GIS, hydrology, hydraulics, and computer modeling techniques as applied to surface water problems.
  • Federal Emergency Management Agency and the National Flood Insurance Program.
  • Flood Insurance Studies.
  • Grant funding and acquisition.
  • Business English, spelling, grammar, punctuation, and composition.
  • Clerical office practices and procedures.
  • Research techniques and report writing.
  • Current Microsoft Office software.
  • Filing and recordkeeping.

Skill in:

  • Using computers as related to hydrologic and hydraulic analysis and design.
  • Mathematics.
  • Public speaking and presentation.
  • Communicating effectively verbally and in writing and communicating orally in a face-to-face setting and by telephone with public and employees.
  • Establishing and maintaining effective working relationships with employees, other agencies, and the public.
  • Organization and adherence to detail.

Ability to:

  • Act as a leader and review or check the work of others to ensure conformance to standards.
  • Read flood and topographic maps.
  • Measure distances using an engineering scale, tape, or calibrated instruments.
  • Walk over rough, uneven, or rocky surfaces.
  • Work in a variety of weather conditions with exposure to the elements.
  • Develop and maintain effective working relationships with associates, employees of other departments, representatives of other organizations, County officials, and the public.
  • Keep management informed of key operating issues affecting the department.
  • Remain current in knowledge required to perform assigned duties.  
  • Handle confidential matters and maintain discretion always.
  • Act with courtesy, tact, and diplomacy.

Work Environment:
The work environment is associated with an office and field environment year-round in all weather conditions and includes exposure to loud noise, dust, fumes, mist, and chemicals.

Physical Requirements:
Ability to sit, stand, walk, or bend for extended periods of time. Sufficient vision to read printed materials and a computer screen; hearing and speech ability to communicate effective in-person and telephonically. Capable of frequent repetitive movement of arms, fingers, and wrists. Ability to lift and carry up to 30 pounds.
