About The Role: In this role, you will working closely with and supporting the Director of Payroll Services. You will be responsible for union and administrative payroll processes, reporting and analysis, compliance with federal, state and local payroll tax laws, and maintaining the payroll systems and procedures.
Responsibilities:
- Strategic Leadership: Contribute to the development of the company’s payroll strategic initiatives aligned with overall business goals.
- Process Optimization: Assess and implement new technology solutions to optimize payroll processes and enhance user experience.
- Compliance Management: Familiarity with multi state (Tri-State) tax rules.
- Ensure compliance with federal, state, and local payroll regulations, tax codes, and labor laws. Stay current with changes in legislation and implement necessary updates to payroll policies and procedures. Process weekly payroll taxes (Federal, NY, NJ, CT)
- Payroll Processing: Oversee the accurate and timely processing of all payroll transactions, including salary, bonuses, benefits, and deductions.
- Reporting and Analysis: Generate and analyze payroll reports to identify trends, discrepancies, and opportunities for improvement. Provide insights and recommendations to senior management.
- Internal Collaboration: Work closely with the HR, Finance, Field and IT departments to ensure seamless integration of payroll with other business functions. Support cross-functional projects and initiatives as needed.
- Problem Resolution: Address and resolve payroll-related issues and discrepancies in a timely and effective manner. Provide support and guidance to employees with payroll inquiries.
- Continuous Improvement: Identify areas for process improvement and implement best practices to enhance payroll accuracy, efficiency, and compliance.
- Set up and maintain functional payroll systems.
- Streamline and document compensation procedures.
- Audit payroll transactions to ensure all amounts and payment dates are accurate.
- Approve one-time or permanent changes in payroll (e.g. salary increases, tax deduction, bonuses, expense reimbursements). Monitor changing rates and hours.
- Reconciliation of payroll to source documents.
- Ensure compliance with all payroll and tax laws.
- Collaborate with Finance and HR to create payroll reports and forecasts.
- Coordinate external audits.
- Answer payroll-related questions from employees/field.
- Review weekly in-house payroll for 300 union employees.
- Assist in the preparation of bi-weekly non-union payroll.
- Data entry for weekly union payroll.
- Knowledgeable on all union agreements pertaining to wages.
- Assist in the preparation of quarterly returns (941 Federal, CT 941, NJ 927, NY 45).
Required Qualifications:
- Bachelor's degree in Finance, Accounting, Human Resources, or a related field; CPP - Certified Payroll Professional preferred.
- Minimum of 5 years of experience in union heavy highway construction payroll management.
- Strong knowledge of payroll regulations, tax codes, and labor laws.
- Strong ethical standards and a commitment to maintaining confidentiality and integrity.

Salary Range: $80,000.00-$100,000.00 per year
