The Sixteenth Judicial Circuit Solicitor's Office for York and Union Counties manages traditional criminal prosecution and manages a number of diversion programs - programs that offer non-criminal outcomes, focusing on rehabilitation and reducing recidivism-, provides victim and witness assistance, and prosecutes juvenile offenders in York County's Family Court.

We invite you to apply to join our team as a full-time, exempt Diversions Case Manager II with Drug Court.  The purpose of this position is to provide case management services to pre- and post- conviction defendants participating in the Solicitor's Diversion Programs by counseling to reduce or eliminate recidivism, criminal activity and related social problems. This position is grant funded from April - March

Compensation:  Projected Hiring Range/Pay Grade 113:  $46,310.39 - $55,572.47. Salary is determined based on experience and/or education.

Work Schedule: Monday – Friday, 8:00 am - 5:00 pm; occasional evenings depending on operational needs.

Essential Duties and Responsibilities:

 

  • Maintains confidentiality of program participants, observes all federal and state confidentiality regulations. 
  • Facilitates weekly evidence-based psycho-educational/behavior modification therapy groups and individual therapy sessions.   Provides therapeutic crisis intervention and assistance to clients and their family members.  Diffuses aggressive client behavior by implementing de-escalation techniques.
  • Determines eligibility for program participation, obtain background information, performs assessment; accept or deny applicants. Provides support and clinical guidance to other diversion case managers.   Facilitates daily clinical processes such as case-flow, treatment planning, referrals, placements and participant progress.
  • Schedules appointments with program applicants; provides program information, and assists potential clients in completing applications for program admission.  
  • Provides orientation to defendants accepted into pre-conviction programs to explain individual requirements. Verbally communicates client contract in detail to ensure that the client understands his/her responsibilities.
  • Performs comprehensive case management services to clients including: (1) assessing the offender’s needs; (2) developing a service plan; (3) connect client with appropriate service; (4) monitoring client progress; and (5) advocating for client when needed.
  • Provides ongoing case consultation and updates to prosecutors, judges, law enforcement representatives, and victims.  
  • Prepares expungement orders to be submitted to the South Carolina Law Enforcement Division, the 16th Circuit Solicitor, 16th Circuit Court Judge, Clerk of Court, the Magistrate or Municipal Court Judge, and the Law Enforcement agency where the charges originated, for the destruction of criminal records.
  • Coordinates and schedules required community service assignments.  Maintains up to date list of community nonprofit organizations where community service can be performed.  
  • Devises and implements restitution payment plans and mails certified payments to victims; collects and deposits all program fees, and prepares related financial reports.
  • Consults with supervisors regarding client status, efficacy of program services, reporting problem areas and making suggestions to resolve problems.
  • Conducts criminal history investigations. Operates the NCIC computer system to retrieve criminal information and motor vehicle/license records; enters appropriate data; ensures integrity / security of data and adherence to NCIC requirements. Determines appropriateness of requests for information and releases information according to established guidelines.
  • Coordinates, administers and evaluates initial and on-going random client drug screenings; schedules appointments for more comprehensive analyses as needed.
  • Performs related work as assigned.

Education and Experience:

  • Associate’s Degree in Criminal Justice, Human or Social Services or related discipline.
  • Six (6) years of case management experience or an equivalent combination of education, training and experience.

Special Certifications and Licenses:

  • Certified or Licensed Counselor; or related human services certification. 
  • Addictions Counselor Certification preferred.

Physical Demands:  Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
