The purpose of this position is to provide for administration and training, and coordinate infrastructure, stormwater and flood damage prevention compliance reviews of project plans, calculations, studies / reports for public and private development, including processing, issuance, and tracking of permits, in compliance with standards established within the Flood Damage Prevention, Stormwater Management and Sediment Control, and Land Development Codes of the York County Code of Ordinances.Projected Hiring Range: $68,422.16 - $82,106.59 per year. Salary is determined based on qualifications.

Duties and Responsibilities:
- Supervises, directs, and evaluates assigned staff tasked with review of engineered civil site development plans and other submittals, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Reviews sediment and erosion control, stormwater, water quality plans, and stormwater calculations/engineer reports for compliance with the County’s Stormwater Management and Sediment Control Ordinance. Reviews stormwater facility’s as built or record drawings.
- Reviews plans for transportation and water and sewer design and compliance with the County’s Land Development Code, the South Carolina Department of Transportation and the South Carolina Department Environmental Services specifications.
- Obtains and maintains necessary trainings, certifications and familiarity with FEMA’s Nation Flood Insurance Program (NFIP) including the Community Rating System (CRS) operation, prerequisites, and credited activities.
- Assembles, coordinates, and maintains the documentation for York County’s CRS rating including any applications, modifications, cycle verification visits, and annual recertifications. Completes and signs York County’s CRS Activity Worksheets.
- Serves as point-of-contact for the SCDNR and FEMA pertaining to CRS matters. Coordinates verification visits with the SCDNR and FEMA ISO/CRS Specialists. This includes scheduling and coordinating additional department support for audit verification of credited CRS activities.
- Works with property owners, local insurance agents, real estate agents, and other private and/or non-profit sector groups that are involved in floodplain management activities in the community pertaining to CRS matters.
- Coordinates with Engineering and Public Works Departments, subordinate staff, and applicant developers, engineers, and consultants to discuss review comments, design standards and resolve disputes.
- Drives to attend meetings, events, hearings, workshops, and conferences for the purpose of attending presentations, discussions, investigations and evaluations with private property owners, builders, developers, design professionals, government agencies and/or elected officials, and for the purpose of obtaining and maintaining professional certifications and continuing education hours.
- Performs related work as assigned.
- Bachelor’s Degree in a related field.
- Five (5) years of related experience or an equivalent combination of education, training and experience.
Certifications and Licenses:
- Valid driver's license required
- Certified Stormwater Plans Reviewer (CSPR) preferred
- Certified Floodplain Manager (CFM) preferred
- South Carolina license Engineer in Training (EIT) or Architect in Training preferred
