GENERAL STATEMENT OF JOB

Under minimal supervision, is responsible for monitoring and controlling the pipeline system and other gas control duties for York County Natural Gas Authority (YCNGA) and Patriots Energy Group (PEG). This position reports to the Director of Gas Supply & Gas Control.

_ SPECIFIC DUTIES & RESPONSIBILITIES_

· Performs all aspects of the job in an ethical and legal manner that best represents the values and policies of York County Natural Gas Authority.

· Learns and understands basic pipeline physics and equipment to perform daily operations in order to make sure all transmission and distribution pipelines are operating at adequate system pressures to ensure system integrity and gas delivery to all customers on any design day.

· Monitors system pressures, gas volumes, and adjusts control valves and compressors to regulate gas flows and pressures through an automated system control and data acquisition (SCADA) software when required.

· Compiles several daily documents, in detail, that includes: system change requests made to contracted gas control provider, end of day daily control results compared to daily nominations, and descriptions of checks of the system throughout the day.

· Calculates daily usage and projected usage, several times a day to verify the current nomination is suitable. If the nomination needs to be updated, a more accurate nomination is determined and communicated to the appropriate parties.

· Works closely with the Meter and Regulation department in order to communicate any active alarms, alerts, and communication problems in ClearSCADA. Provides Meter and Regulation live data when they are working in the field.

· Receives afterhours emergency calls and dispatches on call personnel as required.

· Monitors company facility camera displays for security purposes.

· Analyzes historical data, current pipeline conditions, and weather forecasts in order to plan for critical days and Operational Flow Orders.

· Ability to make recommendations due to pipeline conditions for any extra gas, including storage and propane air, and/or curtailments of interruptible industrial customers.

· Must be able to provide emergency response coordination along with making appropriate notifications and comply with all Gas Control Policies and Procedures.

· Adhere to all Control Room Management policies and procedures as outlined by the U.S. Department of Transportation (DOT) Pipeline and Hazardous Materials Safety Administration (PHMSA).

· Collects and organizes billing data for first of the month industrial billing cycles.

· Complies with Federal and State regulations as set forth by the U.S. Department of Transportation.

· Responsible for monitoring all Company provided communication resources to ensure information is received and handled appropriately (email, bulletin boards, intranet).

· Attends and properly engages in all employee meetings and training as scheduled.

· Is qualified and certified under Operator Qualification procedures pertaining to all Gas Control related activities; maintains all qualifications according to OQ schedules.

· This position has rotating 12-hour shift schedules.

· Performs other related duties as required.

WORKING CONDITIONS

This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires manual dexterity; vocal communication for expressing or exchanging ideas by means of the spoken word using telephones and two-way radios, and conveying detailed or important instructions to others accurately; hearing to perceive information at normal spoken word levels; visual acuity for preparing and analyzing written or computer data, differentiating colors on a computer screen for recognition of alarms, operation of motor vehicles, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions. The position is subject to emergency relief call.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of controlling a natural gas pipeline; excellent communication skills; ability to establish and maintain effective working relationships with fellow employees, the general public, all parties involved in daily gas control operations and large industrial customers; knowledge of regulatory compliance elements; proven ability to work independently for long periods of time while maintaining focus and attention to detail; ability to adapt to shift work; ability to solve problems; working knowledge of PCs utilizing Windows and Microsoft Office, with an emphasis on Outlook, Excel, and Word; ability to meet DOT Operator Qualification criteria; ability to prepare and maintain records and reports.

MINIMUM TRAINING AND EXPERIENCE

· High School Diploma or GED required. Associate Degree and/or some technical training preferred.

· Strong math and Excel skills are required.

· Ability to work independently and make decisions.

SPECIAL REQUIREMENTS

· Possession of a valid South Carolina driver’s license and clean driving record are required.

· This is a covered function and is subject to random drug testing.
