POSITION SUMMARY : The Transportation Planner assists with transportation, comprehensive and regional planning projects addressing complex transportation, land use, geospatial, economic, and environmental issues. Additional duties as assigned.

MINIMUM QUALIFICATIONS

  • Associate’s degree in urban or community planning or in a related field, or the equivalent work experience.
  • 0-1 years of planning experience in the public or private sector.
  • Valid US driver’s license.
  • Comfortable driving to various locations throughout York County.
  • Excellent organization, verbal, and written communication skills required along with proficiency in Microsoft 365.
  • Ability to prepare presentations and facilitate public meetings.
  • Ability to work professionally with staff, the public, and other outside agencies.
  • Must be able to travel to attend training and meetings.
  • Must submit to a County background check.

PREFERRED QUALIFICATIONS

  • Bachelor’s degree in urban or community planning or in a related field, or the equivalent work experience.
  • Familiarity with roads in York County.
  • Working knowledge of PA local government.
  • Knowledge of ArcGIS.
  • ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Physical installation of temporary traffic counters by hammering nails into the concrete. Subsequent removal and transport of traffic count equipment.
  • Produce tables and graphs of collected data.
  • Data entry of traffic count data into ArcGIS online database.
  • Analyze and visualize transportation-related data, including crash locations, road and bridge conditions, traffic volumes, and congestion.
  • Objectively summarize decision options for elected and appointed officials and logically support the team’s recommendations.
  • Assist in the development of the four-year program for transportation projects.
  • Create meaningful public engagement opportunities.
  • Collect primary and proprietary data.
  • Review highway occupancy permit applications and subdivision & land development plans with regards to access, safety, and congestion.
  • Communicate via multiple means with PennDOT and USDOT staff, municipal and elected officials, partner organizations, and the public.
  • This position is required to drive the company vehicles to perform the essential functions of the job and a valid driver’s license is required.
  • Regular and reliable attendance is required.
  • WORK ENVIRONMENT

    The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

    While performing this position, the noise level may be minimal to moderate, and the temperature may vary. Physical tasks may include hammering traffic counters into concrete, navigating on busy roadways, walking, bending, lifting, going up and down stairs, utilizing technology equipment such as desktop computers, laptop computers, telephone, printers / copiers, etc. Driving the company vehicles to field visits and site reviews is required. In addition, meeting travel, and workshop / training events. Remote work and a flexible start time may be available.
