About Our Opportunity

We are excited to hire a full-time, exempt Facilities and Maintenance Project Manager to join our team in the Public Works Department. The purpose of this position is to coordinate and supervise all building and grounds maintenance operations and activities and assists in ensuring department compliance with all applicable policies, procedures, laws, regulations, and standards of quality and safety. This position serves as an assistant project manager for the Capital Facility Maintenance and Repair Program, including, planning and construction management and coordinating/managing engineering consultants responsible for facility capital sustainment projects.

Projected Salary Range: $75,435.82 - $90,522.98. Salary is determined based on qualifications.

Duties And Responsibilities

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Plans and manages the maintenance, repair, and janitorial services for all County buildings and grounds; including inspections of facilities and equipment to ensure proper and safe conditions, adhering to permit compliance requirements for fire suppression, elevators, and security systems, etc.
  • Coordinates work performed internally and by contractors; manages large contracts, such as HVAC preventative maintenance/controls and facility landscaping. Provides technical guidance and support related to facility maintenance.
  • Assists Facility Manager in the management of the County’s Capital Facility Maintenance and Repair Program including collaborating with management and other stakeholders to identify and develop short and long-term capital sustainment plans, coordination and oversight of project consultants and contractors; technical reviews; design; bidding; and adherence to established safety procedures.
  • Inspects all work for the purpose of ensuring that jobs are completed efficiently and in compliance with construction documents and product specifications and within local/state/federal regulations; approves inspection reports and payment requests.
  • Assists in preparing and monitoring the division budget and coordinates procurement based on County policies; ensures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
  • Develops and/or reviews bid documents and requests for proposals/qualifications.
  • Responds after-hours to maintenance calls, facilities security/fire systems, and HVAC controls adjustments.
  • Performs related work as assigned.

About You

Education and Experience:

  • Associate’s degree or specialized training equivalent to two (2) years of formal education.
  • Four (4) years of experience in construction management, facility maintenance programs or related field or an equivalent combination of education, training and experience.

Certifications And Licenses

  • Must possess and maintain a valid state driver’s license.
  • Building maintenance, electrical system, HVAC certifications, and supervisory training are preferred.
  • Project Management Professional (PMP) certification preferred.

Longevity Allowance

Full-time regular county employees, elected officials, appointed officials, and judges with ten or more years of full time continuous governmental service are eligible to receive a monthly longevity allowance in addition to their regular compensation. Continuous service transferred from employment with another county, municipality, state or a political entity created by the State may contribute toward eligibility for the longevity allowance. Longevity allowances are paid according to the following schedule.

Annual Leave

Probationary and regular full-time county employees that work at least twenty (20) hours per week accrue annual leave with pay. Employees in their new hire six (6) month probationary period shall not be able to use annual leave until they become regular county employees. Employees who are separating from county service shall be paid for all accrued, unused annual leave up to 360 hours provided they give York County as the employer the proper notice as required. Employees in their six (6) month New Hire probationary period who are terminated or separated from employment shall not be paid for accrued annual leave. The maximum amount of annual leave carried into each calendar year is 360 hours.

Earning Rate for Full-Time Employees

Full-time employees with less than ten years of continuous service earn at the rate of eight hours of paid annual leave for each month of service during a twelve months period. Full-time employees with at least ten years, but less than twenty years of continuous service will earn at the rate of ten (10) hours of paid annual leave for each month of service during a twelve month period. Full-time employees with twenty or more years of service will earn at the rate of twelve (12) hours of paid annual leave for each month of service during a twelve (12) months period.

Sick Leave

Full-time county employees may be entitled to earn sick leave with pay. Employees may accrue up to 1,440 hours of sick leave. Upon termination of employment with the County, employees may not be reimbursed for any unused sick leave. When a paid holiday occurs while an employee is on sick leave with pay, the day may not be charged as sick leave.

Earning Rate of Sick Leave

Full time employees will earn eight hours of sick leave per month of service during a twelve month period.

Training

Quality training and educational programs are available at various times for county employees in order to support workforce development that is consistent with organizational objectives. Training topics may include driver training, CPR/first aid, communication, supervisor training, workplace violence, substance abuse, and various computer related classes.
