ABOUT THE ROLE
Reporting to the Program Manager, Capital Performance, is responsible for coordinating the recording and reporting of the Tangible Capital Assets (TCA) for the Environmental Services Department; ensuring the financial processes related to capital assets adhere to generally accepted accounting principles; monitoring and analyzing the status of financial securities provided for the Department.
CORPORATE GOVERNANCE:
Departmental finance functions work in close collaboration with Corporate Finance; consistent with the Region's vision and strategy; supporting the development and implementation of Finance initiatives, programs, processes, policies, and protocols. Corporate Finance provides strategic planning, direction and leadership across the Region.
WHAT YOU'LL BE DOING
- Coordinates TCA recording and reporting for the Department.
- Ensures adherence to guidelines, established by Corporate Finance, and ensures that the corporate wide initiative of a capital assets recording and reporting system is supported.
- Identifies and implements appropriate processes and reporting related to TCA accounting in accordance with corporate directives and PSAB 3150.
- Analyses securities activities and financial securities register database for securities held by the Region relating to the Department (certified cheques, letters of credit), in consultation with Finance Department.
- Coordinates the review of stale securities for the Department.
- Assists in monthly development charge collection and reporting process.
- Ensures that the reporting of capital assets is in accordance with CICA/PSAB requirements.
- Maintains detailed back-up documentation for reporting/audit purposes.
- Ensures compliance with the CICA /PSAB handbook.
- Develops policies and procedures related to capital asset reporting for the Department and makes recommendation to the Manager.
- Provides support to all customers by delivering technical and professional services regarding the recording and reporting of capital assets.
WHAT WE'RE LOOKING FOR
- Successful completion of a University Degree in Accounting, Commerce, Finance or a related field.
- Completion of two Core Chartered Professional Accountant-Professional Education Program (CPA-PEP) Courses. Working towards designation.
- Minimum three (3) years progressive accounting experience in a computerized accounting environment as well as experience in working with Capital Asset Accounting, financial analysis and finance/accounting related policy and procedures development.
- Experience analyzing capital expenditures and preparing capital amortization schedules according to GAAP.
- Knowledge of relevant Standards, Acts, By-Laws, Regulations, CICA and PSAB.
