ABOUT THE ROLE
Reporting to the Manager, Policy, Compliance and Management Systems is responsible for developing, implementing and managing programs to maintain regulatory compliance for water, wastewater, solid waste management and energy services delivered by the department; monitors, assesses and audits compliance to legal requirements; liaising with provincial ministries and local municipalities to promote the Department’s goals and objectives and obtaining feedback to improve stakeholder relations; managing legislative instrument applications and amendments; developing and analyzing data sets for measuring compliance and effectiveness at achieving regulatory operating limits, annual regulatory reporting requirements and implementing Open Data sets to the public; managing internal processes to support the preparation, review and submission of regulatory approval applications; coordinating, developing and implementing Department policies, briefing notes, reports, intergovernmental issues, corporate and strategic planning and performance measurements; manages compliance audits and pre-commissioning audit program; develops and implements programs and procedures for effective compliance monitoring and continuous improvement across the Department, including conducting site audits, root cause analysis, issue tracking, and efficient closure.
WHAT YOU'LL BE DOING
- Ensures the timely completion and delivery of regulatory compliance reporting, council and public reporting pertaining to environmental data including water, wastewater, solid waste management operations and energy management reporting.
- Produce annual drinking water council report and presentation and associated water quality regulatory reports; annual wastewater performance reports; energy consumption and greenhouse gas emissions report; as well as associated Open Data releases.
- Ensures timely completion and delivery of regulatory reports pertaining to water, wastewater and solid waste management operations, and corporate energy consumption and greenhouse gas emissions.
- Develops programs and procedures to ensure effective data management of Department regulatory data to enable accurate reporting of regulatory compliance information.
- Assists the Manager in developing annual business/work plans and in developing service plans and staffing proposals.
- Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
- Acts as a liaison with Ministry of Environment on important regulatory issues and brings forward relevant information to the Department Senior Management team for discussion prior to implementation.
- Performs other duties as required to meet Divisional, Branch and Departmental objectives.
WHAT WE'RE LOOKING FOR
- Successful completion of a University Degree in Applied Science, Environmental Science, or related field or approved equivalent combination of education and/or experience.
- Minimum three (3) years’ experience in heavily regulated industries (pharmaceuticals, water, wastewater, solid waste, nuclear energy, etc.) with responsibilities for program development and evaluation report writing, statistical data analysis, project management and for monitoring and improving regulatory compliance and reporting systems and functions; and demonstrated minimum of one (1) year of direct supervisor experience
- Demonstrated experience and skills in project management, and development of Key Performance Indicators.
- Demonstrated knowledge of and experience with data management to bring together business intelligence and data collection, for analysis, tracking and reporting purposes.
- Strong report writing, research and project management skills to meet program objectives and work to tight deadlines and analytical skills to interpret and reconcile complex statistical reports.
- Computer literacy utilizing MS Office software applications, as well as applications, such as SAS, SPSS, R, SQL and/or including the design of databases/spreadsheets and applicable software programs.
- Demonstrated knowledge of relevant Standards, Acts and Regulations.
- Knowledge of ISO and/or other management systems for developing, planning, implementing and monitoring standard operating policies and procedures in highly regulated industries.
