ABOUT THE ROLE
Reporting to the Manager, Traffic Safety and Signal Operations, this position is responsible for the implementation, installation, operation, maintenance, and monitoring of Traffic Signals and Intelligent Transportation Systems (ITS) across the Region. Coordinates Roads and Transit initiatives and provides leadership, technical expertise, and project management as well as building consensus among partners. Supports and assists management by overseeing the activities and performance of frontline staff.
WHAT YOU'LL BE DOING
- Collaborates/works with partners and follows the corporate strategic leadership, planning and direction related to this function to ensure alignment with corporate objectives and direction.
- Manages the electrical maintenance contract for traffic control signal, illumination, and other electrical traffic control devices, including routine maintenance and inspection activities to meet the legislative requirements and standards.
- Coordinates overall implementation of the Regional ITS strategic plan with internal and external partners and municipalities to provide integrated traveller information services. Implements and manages pilot projects to evaluate new technology and applicability for implementation.
- Oversees Advanced Traffic Monitoring Systems (ATMS), Traffic Cameras system, Intelligent Transportation System (ITS), Bluetooth system, Transit Signal Priority (TSP), operational strategies, including setting goals and objectives, and the development of policies and procedures.
- Takes lead role for the Branch in design, implementation and jointly operated Regional Traveller Information Systems.
- Coordinates the collection of data, analyzes, and evaluates effectiveness of systems and prepares reports.
- Works with staff and partners to facilitate the review, assessment, selection, deployment and monitoring of systems and technologies which form the foundation of traffic signal systems and ITS.
- Conducts studies to define the functional requirements of new systems and technologies.
- Prepares specifications for various traffic management systems; participates in the procurement process, in conjunction with internal partners.
- Monitors consultants and contractor’s performance and progress with respect to schedule, costs, bid items, budget and completion objectives and ensure work meets the contractual requirements.
- Develops standards for ITS and technologies for long term system wide deployment and operation, in conjunction with partners.
WHAT WE'RE LOOKING FOR
- Successful completion of a University Degree in Transportation or Civil Engineering.
- Must be registered as a Professional Engineer with the Professional Engineers Ontario
- Minimum three (3) years experience in Traffic Signal Maintenance, planning, development and application of Intelligent Transportation Systems and minimum one (1) year of direct supervisory experience.
- Demonstrated experience in leading and coordinating a multi-disciplinary team and managing projects.
- Demonstrated knowledge of relevant Standards, Acts and Regulations.
- Ability to demonstrate the Region's leadership and core competencies.
- Experience in financial management and business planning.
- Demonstrated report writing, analytical and project management skills to meet program objectives and work to tight deadlines.
- Staff supervisory skills including knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation.
