Job Description
Summary:
Yorktown Systems Group is seeking a qualified Program Manager to support the exportable Combat Training Capability (XCTC) for the Army National Guard (ARNG) capstone training event for Brigade Combat Teams (BCT) to attain T-Level 3 (T3) training readiness. The XCTC program affords commanders the opportunity to assess Mission Essential Task (MET) proficiency in force-on-force and live fire training environments. The XCTC mission is twofold: first, develop adaptive leaders; and secondly, enable platoons to achieve trained proficiency in core functions or designed capabilities.
Specific duties may include, but are not limited to:
Serves as a point of contact with the government and manage all contract operations at the Headquarters level.
Organizes, directs, and manages contract operation support functions, involving multiple, and complex and inter-related project tasks.
Provides operational expertise and oversight of the Program Management Office (PMO).
Oversees the operational planning, establishment, execution, and evaluation of less complex program/project typically consisting of a set of closely related subprograms or associated activities.
Oversees budgetary, operational, administrative, and human resources management of the program, serves as principal point of representation and liaison with external constituencies on operational matters, and provides day-to-day technical/professional guidance and leadership as appropriate to the area of expertise.
Manages teams of contract support personnel at multiple locations.
Maintains and manages the client interface at the senior levels of the client organization.
Meets with customer and contractor personnel to formulate and review task plans and deliverable items.
Ensures conformance with program task schedules and costs.
Job Requirements
Required Qualifications:
Shall have a minimum of 1 year Brigade Commander experience with either an Army National Guard or United States Army training or maneuver brigade.
Shall be a graduate of a military Senior Service College, or equivalent level of education.
Shall have three years of Executive Level experience as a Program Manager.
Experience shall include emphasis with operations, finance, supply chain management, contract and subcontract management, safety, legal and human resource management
Shall possess an in-depth and current understanding of the missions, functions and structure of the Army’s Infantry, Armor, and Stryker brigade combat teams.
Shall possess an in-depth and current understanding of U.S. Army and Joint Operational Doctrine.
Shall possess an in-depth and current understanding of relevant threat force doctrine and tactics.
Shall refer and have an in-depth understanding of both NGR 350-50-1 and the XCTC White paper.
Clearance : Requires a SECRET security clearance
Location : The work is to be performed primarily at Fort Drum, Fort Pickett, Fort Stewart, Camp Blanding, Fort Knox, Camp Grayling, Fort McCoy, Camp Atterbury, Camp Ripley, Camp Shelby, Fort Chaffee, Fort Bliss, Fort Hood , Orchard Combat Training Center, Fort Riley, Fort Lewis, Camp Roberts/Hunter Liggett, and Yakima Training Center with temporary duty (TDY) to various other Contiguous United States (CONUS) and/or Outside CONUS (OCONUS) sites.
