Project Overview
Funded by the City and County of San Francisco’s Office of Economic and Workforce Development, Neighborhood Job Center (NJC) provides zero-cost services and resources to job seekers, including: job training, job search help, career planning, job fairs, hiring events, access to education, training, as well as printing, free computer and internet access. NJC is a non-referral-based center that assists residents of Bayview-Hunter’s Point and the Southeast sector (District-10) of San Francisco. NJC assists individuals in becoming prepared for and securing permanent workforce placement.
POSITION SUMMARY
Reporting to the Director of Workforce and Training, the Program Manager-NJC is responsible for the implementation of workforce programs that support San Francisco’s workforce system. This entails the successful planning and execution of services that respond to the needs of the unemployed, underemployed and those with barriers to employment. The Program Manager-NJC will oversee a team of Care Coordinators and a Program Coordinator who engage with clients to deliver these services. In addition, the Program Manger-NJC will ensure programmatic metrics are met, accurately track participation, and document and report NJC performance to OEWD. This role also attends monthly OEWD meetings pertaining to the workforce, job leads, and WISF meetings to ensure current strategies are maximizing hiring opportunities.
RESPONSIBILITIES:
Ensure the NJC office operates as an accessible community-based facility delivering comprehensive workforce services, including managing office hours and staff schedules.
Develop and implement outreach and recruitment strategies in partnership with agencies and local community-based organizations to identify targeted groups and connect them to the Job Center.
Oversee the delivery of customized job readiness training and barrier removal services to address the needs of neighborhood residents and enhance their employability.
Accurately track, document and report NJC performance to funders on a timely basis to ensure compliance with reporting requirements.
Develop and maintain systems to ensure compliance with all program requirements.
Oversee the maintenance of case records, program data, and other statistical records.
Assist in preparation for program audits and monitoring visits.
Train, supervise and support NJC staff to ensure they are up-to-date and working to meet program objectives. Additionally, support staff with regular training sessions.
Ensure NJC staff assess client’s occupational skills and interests in relation to the local job market, assisting clients in setting and reaching appropriate employment objectives through individual employment plans.
Develop relationships with various sectors, secure job listings and establish partnerships with current and new employment partners.
Attend all required meetings internally and externally.
Regularly monitor and evaluate the program to ensure alignment with program goals and objectives
Analyze program data to identify trends and areas of improvement
Assist in the management of grant funds, ensuring proper allocation and utilization in compliance with funding guidelines
WHAT YOU WILL BRING
A successful candidate will possess:
B.A./B.S. degree in a related field and at least two years of relevant experience preferred. Associates degree and four years of related experience will be considered in lieu of B.A./B.S. degree requirement.
Must be able to work a flexible schedule including evenings and weekends.
Experience in staffing, training, recruiting, employment coaching, job development, and/or other relevant/transferable work experience.
Excellent interpersonal and communication skills, written communications, patience, diplomacy, and high level of customer service skills
Ability to think critically, problem solve and be resourceful
Embraces cultural differences and is willing to foster diversity, equity and inclusion.
Experience supervising team members and has the capacity to leverage best practices such as motivational interviewing and coaching.
Self-motivated individual who has a passion to ensure that program goals, objectives and tasks are completed in a timely fashion and exceeds standards.

Must have proven ability to manage and lead a team.

ADDITIONAL QUALIFICATIONS:
To best mitigate the spread of disease and protect our staff, it is a condition of employment that all employees be fully vaccinated against COVID-19.
