Position Overview 

Provide leadership of the Residential Shelter for 10–17-year-old youth.  Oversee all operations of the Residential Shelter.   Directly supervise Shift Supervisors, Residential Therapists, Residential Facility Nurses.

  • All aspects of YCC’s operations manual that pertain to the residential shelter
  • Proper scheduling of personnel in the residential shelter, maintain operating expenses with budget
  • Ability to recruit, hire, train, and maintain staff 
  • Requirements of DJJ’s incident reporting criteria

Position Duties and Responsibilities 

Occupation specific tasks and the most important generalized work activities are listed for Youth Care Manager 

  • Oversee daily operations of the 24-hour facility, ensuring compliance with agency policies, procedures, and deliverables. Maintain a safe and secure environment for both clients and staff.
  • Provide agency training and ensure all staff uphold program standards and expectations.
  • In collaboration with Shift Supervisors, develop and manage staffing schedules to ensure 24/7 coverage and maintain required staff-to-client ratios at all times.
  • Review and process incident reports, grievances, and other staff/client-related documentation in accordance with established guidelines.
  • Audit client files to ensure accuracy and compliance with documentation requirements.
  • Under the guidance of the COO, meet regularly with Therapists to monitor grant deliverables and receive updates on client and family clinical progress.
  • Facilitate regular meetings with Shift Supervisors and youth care staff to communicate agency updates, address concerns, encourage team feedback, and provide ongoing training.
  • Promote collaboration across departments and foster a culture of teamwork and continuous improvement within the residential program.
  • Coach, mentor, and support the development of Shift Supervisors to strengthen leadership and management capacity.
  • Participate in treatment team meetings as needed to ensure program alignment and gather input from clinical and care staff.
  • Provide outreach and maintain relationships with community partners as needed.
  • Meet regularly with the COO to review and discuss all aspects of youth care operations.
  • Oversee, coordinate, and evaluate the contributions of volunteers serving in the shelter.
  • Partner with the Human Resources Department in the recruitment, hiring, training, evaluation, discipline, and termination processes for youth care staff.
  • In collaboration with the Quality Assurance Department, ensure program compliance with standards and regulations set by the Florida Network, Department of Juvenile Justice, Department of Children and Families, and other funders.
  • Complete all required professional development and training objectives within established timelines.
  • Ensure that programs deliver high quality services and training that are consistent with the agency mission, that supervision of staff is ethically sound, and that services provided are legally and ethically appropriate.        
  • Lead, manage, coach, mentor, train, and develop employees to become highly effective in their roles to provide high quality services as well as, meet their specific program and role requirements.
  • Supervise undergraduate and graduate-level social work and/or counseling interns, including providing consultation and evaluation.
  • In conjunction with the Compliance Department, ensure compliance with all standards and regulations established by funders and regulators. Ensure program staff are meeting quality assurance standards (including training requirements), as required by the Florida Network, Department of Juvenile Justice, Department of Children and Families, Jacksonville Children’s Commission, United Way, ACHA, Managed Medical Assistance companies as well as, the accrediting organization of COA.
  • In conjunction with the Human Resources Department, participate in interviewing, hiring, corrective action, and performance evaluations of all supervised staff.
  • To facilitate communication and teamwork, meet on a regular basis with staff (together and/or separately) to discuss agency developments, address issues, solicit ideas for quality improvement, and provide training on operational issues.
  • Provide training in designated subjects for new and existing employees; provide individual training and supervision to interns; participate in formal and informal training of non-residential staff and residential staff.  
  • Evaluate the effectiveness of programs and clients' progress in resolving identified problems and moving towards defined objectives by utilizing the individualized service delivery plan in keeping with the purpose of the program. 
  • Responsible for completion of training objectives within established timeframes.
  • Participate in on-call rotation with other Managers for all agency programs. 
  • Perform other duties as assigned.

Education and Experience

  • Must be licensed in the State of Florida as a LMHC or LCSW with a Master's degree from an accredited college or university recognized by the Florida Department of Education. Minimum of five (5) years of experience in clinical service delivery and minimum of one (2) years of leadership experience required. Experience with residential programs preferred. 

Mathematical Skills and Reasoning Ability

Basic and/or advanced computational skills may be necessary.

Physical Demands 

This is a sedentary position, and the incumbent will be required to sit approximately 70 per cent of the time.   Little to moderate lifting of less than 25 lbs. may be required.

Work Environment

The noise level in the work environment is usually moderate.

Salary : $60,000 - $65,000
