Home Visitation Director:
Under the
direction of the Senior Associate Director, shall perform highly responsible
administrative technical and supervisory work with complex and varied duties
pertaining to the operations and functions of the Head Start Home Visitation
component.
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in early childhood education, Social Services, Child Development, or a closely related field, along with six (6) years of experience in an early childhood growth and development setting or any combination of education and/or experience totaling ten (10) years in early childhood home visitation services.
- Must have two (2) years demonstrated supervisory experience.
- Knowledge of Head Start programs and/or Home Visitation.
- Ability to exercise judgment and discretion in interpreting department policy and staff.
- supervision matters. Ability to organize personnel and operations to accomplish project goals within established time limitations.
- The position is responsible for monitoring services in compliance with all Head Start performance standards and protocols. On-going monitoring of the established systems and services are imperative to ensure quality services. Individuals must be able to demonstrate and articulate their on-going monitoring methodology and demonstrate documentation of all systems and services.
JOB CHARACTERISTICS/PHYSICAL DEMANDS:
- This position is exempt from overtime provisions of the Fair Labor Standards Act. This is a professional position which requires organizational and communication skills, as well as judgment, tact and diplomacy in contacts with Youth Development, Inc. employees, community residents, parents and local government agencies.
- Strict adherence is required to all regulations concerning confidentiality.
- Background investigation to include fingerprinting will be required.
- Good general health. TB Skin Test and physical is required. Physical will be required every five (5) years.
- Frequent travel is required by employee. Must have a valid driver’s license and proof of satisfactory car insurance is required.

Employment is by mutual consent of the company and employee and either may terminate the relationship at any time with or without cause or advance notice. This job is contingent upon funding; however, the availability of funding is not a guarantee of continued employment, nor does it imply any specific term of employment.
EXAMPLES OF DUTIES & RESPONSIBILITIES (Not Inclusive):
· Monitors services
to ensure adherence to Head Start Performance Standards, implementing systems
to ensure compliance with regulations.
· Supervises
project fund expenditures within budget, ensuring requisitions are submitted
for approval. Responsible for managing the inventory and care of equipment and
supplies assigned to the Early Head Start (EHS) Home Visitation Program.
· Prepares funding
requests and grants relevant to the operations of the component.
· Identifies and
develops new activities for the program, including fundraising initiatives and
seeking solicitations from various sources.
· Acts as a liaison
with community groups, including delivering presentations and outreach efforts
for program collaboration, recruitment, and awareness.
· Monitors,
supports, and provides oversight to program partners implementing EHS services
as part of a Partnership Agreement.
· Oversees and
supervises in-house training activities for home visitation staff.
· Directly oversees
the day-to-day operations of the Early Head Start Home Visitation Program.
· Supervises Early
Head Start Home Visitation staff, providing 1:1 supervision. Leads monthly team
meetings with home visitation staff and conducts regular transition meetings
with center staff.
· Attends staff
home visits as required to provide coaching and monitor program goals and
requirements.
· Conducts annual
performance evaluations for all staff under their supervision.
· Ensures
consistency in service delivery across home visitors, with a focus on inclusive
practices and integration of component areas. Encourages and implements
continuous improvement of systems.
· Provides job
orientation for new staff, including responsibilities, assignments, personnel
policies, and familiarization with home visitor duties. This includes
scheduling shadow visits with other staff.
· Assumes the
responsibilities of a vacant position, under their supervision, until a
replacement is hired, including conducting home visits to meet Performance
Standard requirements.
· Monitors
transition services and licensing compliance for the Early Head Start
center-based program in collaboration with the Senior Associate Director and
Center Directors.
· Implements Board
policies, Youth Development, Inc. regulations, performance standards, and
state/local licensing requirements. Ensures compliance by staff under direct
supervision.
· Interprets
government regulations, transmittal notes, and memoranda related to Youth
Development, Inc. program policies and operating procedures.
· Works closely
with Sr. Associate Directors and the Vice President to supervise various
programs, ensuring contract compliance, staff development, fiduciary
accountability, and budgeting.
