What are the responsibilities and job description for the Compliance Truancy Case Manager position at Ysleta Independent School District?
Provide assistance to campus personnel in interpreting and enforcing compulsory attendance laws and resolving truancy, excessive absences, and monitoring leavers and dropouts. Serve as a district liaison to parents, law enforcement agencies, and court personnel. Adhere to federal and state laws, as well as, district policies, procedures, and regulations.
Essential Functions
High School diploma or General Education Diploma (GED); two (2) years working in compliance, law enforcement or with children or adults in a leadership role. Social work experience preferred. Knowledge of state compulsory attendance laws; possess ability to interpret laws, policies and procedures; strong organizational, communication, and interpersonal skills; ability to use a personal computer and knowledge of word processing spreadsheet applications. Must be able to communicate, listen, read, write and comprehend English; must possess strong computer and organizational skills; must possess strong public speaking and presentation skills.
Mental Demands/Physical Demands/Environmental Factors
Maintain emotional control under stress; ability to work with frequent interruptions; prolonged use of computers and occasional prolonged and irregular hours; work under all weather conditions; extended periods of walking; frequent district-wide travel. Valid Texas/New Mexico driver’s license; subject to the district’s drug and alcohol screening policy and regulation; must be insurable by the district’s auto liability insurance carrier.

Essential Functions
- Assist with and promote Compulsory Education Laws in addition to district attendance policies specifically focusing on student leavers and drop-outs.
- Assist the department with scheduling workshops and presentations in coordination with other district departments to promote anti- truancy and drop-out recovery efforts.
- Collaborate with Student Services Director and Coordinator in efforts to provide students with resources and outreach programs that may be appropriate.
- Compile, maintain, and responsible for data entry, reports, logs, attendance plans and required documentation for identified students that are drop-outs or at-risk of dropping out of school.
- Identify students at-risk that may be appropriate candidates for Alternative Education Placement (AEP).
- Investigate cases of student withdrawals that have pending enrollment and enforce provision of compulsory attendance laws. Develop individual action plans based on the findings of the investigation and monitor their progress regularly.
- Consult with school and central office administrators, counselors, teachers, Communities in School coordinators, or other pertinent departments to form a collaboration for effective dropout prevention and recovery.
- Works in collaboration with Truancy Case Managers to consolidate data to appropriately document, track and support students at-risk of dropping out.
- Investigate cases of unexcused absences and enforce provisions of compulsory attendance laws. Maintain confidentiality at all times, issue warnings, file complaints against students, parents, or individuals with parental control in accordance with compulsory attendance laws, Texas Education Code and board policy (Section 25.085, 25.086, 25.087, 25.091, 25.093, 25.094, 25.095) and district board policy FEA (LOCAL), FEC (LOCAL), FDA (LOCAL).
- Interpret and communicate compulsory attendance laws and school policy to parents, students, and district personnel.
- Assist the district as needed in court hearings resulting from student attendance problems. Sign court paperwork before a Notary Public and deliver referrals.
- Work closely with campus administrators and staff, justices of the peace and staff, law enforcement, parents and students to enforce district and state attendance policies. Conduct home visits and parent conferences on student truancy and attendance problems.
- Assist district campuses with residency checks, not to include surveillance.
- Perform other tasks consistent with the goals and objectives of this position.
- Attendance at the work site is required to meet essential functions of the job.
- Participate in professional development activities as required by the district.
- Follow established safety procedures and techniques to perform job duties; support district/department goals.
- Maintain a professional code of ethics and perform other duties as assigned.
