PRIMARY FUNCTION
The O&M Superintendent shall provide a high level of government facility knowledge and experience. Position has overall responsibility for maintaining building facility, mission critical equipment and grounds in accordance with DoD requirements. Maintain safe working environment with attention towards site and personnel security. Develops and implements construction management strategies to perform routine maintenance tasks or complex projects. Must be on-site and be available for Government for phone calls. The O&M Super continues to support the Arsenal mission, proactively solve problems, and deliver quality services safely in the performance of the Rock Island BOS PWS. Responsible for all daily operations of the Rock Island Arsenal base operations service performance contract. Responsible for daily oversight and supervision of vertical operations department. The O&M Superintendent shall be on site during normal duty hours and available outside of normal duty hours.
ESSENTIAL FUNCTIONS
- Daily demand maintenance oversight, communication and management.
- Problem solving and strategizing relevant to building operations and construction project operations.
- Daily government contracting officer and representative correspondence.
- All contract compliance, oversight and management.
- Safety oversight and management.
- Quality assurance oversight and management.
- CMMS oversight and management.
- Personnel oversight and management.
- Trade and preventative maintenance related operations delegation and supervision
- Responsible for approximately 35 personnel to include scheduling, oversight, and management.
- Responsible for oversight and delegation of timely delivery of contractual data.
- Fiscal approval and allocation of material and parts.
- The O&M Superintendent shall be on site during normal duty hours and available outside of normal duty hours.
- The O&M Superintendent may also serve as the alternate to the GM.
SUPERVISORY RESPONSIBILITIES
- Responsible for daily oversight and supervision of vertical operations department.
KNOWLEDGE, SKILLS, & ABILITIES:
- Proficient with the Microsoft Office suite
- Highly organized and detail oriented
- Exceptional oral and written communication skill
- Must possess advanced technical knowledge of facilities operations and maintenance.
- Must possess knowledge of preventative maintenance procedures, practices and methods on CE assigned systems, sub-systems and associated components to include HVAC, Plumbing, Boilers, Generators, Electrical, Commercial Carpentry etc.
- Must have knowledge in processing Work Orders.
- Ability to provide detailed report, briefing and technical adv.
- Ability to support training schedule for team members.
- Must have knowledge of maintenance data collection databases to include in administrative level entries, i.e., equipment status reporting and job standard task creation.
- Must be an excellent communicator and have fair judgement.
- Must be able to attend Government conferences, as required.
- Must be able manage large facilities maintenance or construction projects.
- Able to multi-task.
QUALIFICATIONS:
- The O&M Superintendent shall possess at least two (2) years of experience in managing facilities maintenance or construction supervision.
- Preferred baccalaureate degree from an accredited College or University and five (5) years of experience in facilities maintenance management or a contract similar in scope and breadth to the Rock Island Arsenal base operations services contract.
- Drivers License
