Job Summary

NATURE OF WORK
Under the general direction of the County Engineer the position functions in performing administrative functions of the construction office; the position is responsible for analysis and resolution of problems, formulation of procedures and recommendation and execution of policies in the areas of office administration; multiple construction contracts, procurement of materials, equipment and services; budgeting; construction project cost accounting; data processing and related clerical services; provide management and direction for the Construction Groups administrative function; develop and monitor group's budgets including, administrative and construction; distribute, track, file and schedule inspections for approved permits.
Nature of Work
(Illustrative Only) Assists with administrative matters; compose correspondence/reports for self, staff and upper management; ensures inventory is completed properly and approved by upper management; monitors requisitions; reviews inspector’s time sheets for accuracy of hours on reimbursable projects, project distribution and data entry; arranges and coordinates accounting services for projects; verifies payments made, and reconciles discrepancies; reviewing daily diaries for accuracy and approving; processes Bituminous Price Adjustments, Diesel Fuel Adjustments, and office pay items monthly; creates and processes Contractor Progress Payments applications, input and review inspector quantity reports; completing Supplemental Agreements (Change Orders, Letter of Agreements, Force Accounts) with supporting documentation and obtain approval from upper level management; performs record management services to include creation and organization of files; logs and records as related to construction management and construction activities; schedules and organizes Preconstruction meetings; tracking contractor’s start and completion dates and submitting time reports to contractor; ensuring project files are created properly and files are in order; reviews, produces, and implement Construction project budgets; creates purchase orders for projects and geotechnical firms as required, reviews and processes geotechnical, survey, and engineering firm invoices; ensures all material and geotechnical test results are logged and tracked; maintains, updates and distributes approved yearly mix design list; provides monthly project status report including budget and schedule expenditures; completes and processes budget increases with accounting section; oversees ordering of supplies and maintains record of supplies and equipment; regular and reliable attendance; performs other duties as assigned.
Experience and Education
High School Diploma or GED equivalent; and twenty (20) semester hours of post high school course work in accounting or closely related field and four (4) years of general accounting or three (3) years of governmental fund accounting experience; OR an equivalent combination of education and experience; must possess and maintain a valid Arizona driver’s license.
Knowledge, Skills and Abilities
Knowledge of Budget principles and process; County policies and procedures; governmental accounting principles and practices; file maintenance procedures and practices; office practices and procedures; principles and practices of supervision.
Skill in: Performing and verifying mathematical computations; using computerized budget/financial tracking and reporting programs; preparing computerized spreadsheets; word processing and spreadsheet applications.
Ability to: Effectively respond to phone calls, emails and complaints in a timely manner; plan, prioritizes, manages and responds to multiple assignments in a fast-paced environment; read, write, research, synthesizes data and detailed reports; use modern office equipment and computers; communicate effectively verbally and written; lift up to 5 – 25 lbs; perform the essential functions of the job specifications with or without a reasonable accommodation.
Working Environment: The usual and customary methods of performing the job’s functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity. Generally the job requires 60% sitting, 20% walking and 20% standing. Working at a computer monitor for extended periods required. The job is performed under minimal temperature variations and in a generally hazard free environment.

Employer contributes a total of $800.04 to employees Health Savings Account. If employees select Employee only and participate in the “ Wellness Incentive” employees can receive up to 360.00 contribution to a Limited Purpose FSA card to be used for medical or dental purposes.
Southwest Service Administrator (SSA) Mexico PPO Health Plan: SSA is available to employees who are enrolled in YCEBT Medical PPO Plan A and PPO Plan B. The SSA Plan pays 100% of hospital, medical, laboratory and prescription drug benefits, to a maximum of $5,000 per person per calendar year ($10,000 for two or more family members).
