Job Summary
This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer.
NATURE OF WORK
Under general supervision, performs work of moderate difficulty preparing, processing, verifying and reconciling account and fiscal documentation; may serve as lead worker. Handles cash including receiving, counting, balancing, and securing, cash money according to office policy; front-line customer service professional, greeting customers and supporting the financial management and operation of the Yuma County Treasurer through maintenance of real estate and personal property tax records and reports; this position has countywide specific responsibility.
Nature of Work
(Illustrative Only) Properly handles cash and provides correct change according to office policy; daily, balance to the penny, payments processed in conjunction with money received; following established office procedures; reconciles discrepancies; researches for insufficient funds, corrected bills, payments made incorrectly; processes request for refunds from mortgage companies, title companies, and property owners; and collect replacement funds when appropriate; provides quality customer service in person and on the telephone; professionally corresponds with customers via email or mail; reviews, verifies, and processes customer's payments into system; sorts and files correspondence, forms, reports and other materials; accurately post real estate and personal property taxes, flag parcels as required, maintain event-tracking records; maintains and creates records and reports; prepares routine correspondence, forms, etc. operates and maintains a variety of office equipment; conducts research to identify and resolve errors; processes judgment deeds, tax liens, title work and payments; processes and prepares tax lien expirations for auction; processes, maintains and tracks bankruptcies; process and verify foreclosures, summons and analyzes legal documents; may act as a lead as designated; may processes treasurer's receipts and expired liens; may provide backup in verifying and entering Treasurer's Receipt deposits and for balancing, closing and creating deposits; issue tax lien certificates, may provide notary services; regular and reliable attendance is required; performs other duties as assigned.
Experience and Education
High School Diploma or GED equivalent; AND three (3) years of experience in customer service, cash handling, retail, and/or banking; OR at least one (1) year experience as Treasury Technician; OR an equivalent combination of education and experience. Requires successful completion of a background check.
Knowledge, Skills and Abilities
Knowledge of: County policies and procedures; governmental accounting principles and practices; property tax laws (some departments may require); special revenue funds (some departments may require); automated accounting systems; file maintenance procedures and practices; office practices and procedures; principles and practices of supervision; grant financial procedures and requirements.
Skill in: Performing and verifying mathematical computations; using computerized budget/financial tracking and reporting programs; preparing computerized spreadsheets; prioritizing work assignments to meet time constraints; using computers and advanced level software applications; maintaining confidentiality.
Ability to: Operate general office equipment; follow written and verbal instructions; communicate effectively verbally and in writing; interact with various county agencies; establish and maintain effective working relationship with employees, other agencies and the public; communicate effectively verbally and written; sit, stand, bend and lift up to 15 pounds; maintain a high standard of confidentiality; handle upset customers and ability to deescalate difficult situations; perform the essential functions of the job specifications with or without a reasonable accommodation.
Work Environment: The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity; generally the job requires 60% sitting, 20% walking and 20% standing; working at a computer monitor for extended periods required; the job is performed under minimal temperature variations and under extreme likelihood of verbal abuse from hostile and frustrated customers.

The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ). The employee is able to select from three (3) medical plan options with six (6) tiers that will best suit the employee's needs, dependents or families.
Plan Option 1: Preferred Provider Option A (PPO) or PPO A 1100 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing three steps.
Plan Option 2: Preferred Provider Option B (PPO) or PPO B 1,500 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing three steps.
Plan Option 3: High Deductible High Plan - Health Savings Account (HDHP-HSA) with a 1700 deductible. Employees who participate in the “ Wellness Incentive” will receive a $30 monthly premium reduction by completing three steps.
Employer contributes a total of $800.04 to employees Health Savings Account. If employees select Employee only and participate in the “ Wellness Incentive” employees can receive up to 360.00 contribution to a Limited Purpose FSA card to be used for medical or dental purposes.
Southwest Service Administrator (SSA) Mexico PPO Health Plan: SSA is available to employees who are enrolled in YCEBT Medical PPO Plan A and PPO Plan B. The SSA Plan pays 100% of hospital, medical, laboratory and prescription drug benefits, to a maximum of $5,000 per person per calendar year ($10,000 for two or more family members).
