This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer. Under general direction of the Director of Engineering, performs work of considerable difficulty in the management of design and construction activities for new construction and/or renovation of existing County facilities. For the purposed of these responsibilities, the projects under Capital Improvement Plan (CIP) refer to all vertical construction of County facilities and not roadway construction or flood control projects administered by the Engineering Department. The employment relationship of incumbents in this position is “AT WILL”, as such, the employee may be terminated at any time, for any reason, with or without cause; this position has countywide responsibilities.

EXAMPLE OF DUTIES
(Illustrative Only) Maintains design and construction documents and records; analyzes and prepares written reports on program activities and performance; develops program and project costs, work plans, and forecasts; provides technical support for county departments in the design and construction of CIP projects; coordinates with other county, city and private organizations to facilitate project implementation and completion; meets with community representatives and developers to review proposed projects and activities; coordinates customer service delivery involving procurement, bid solicitation, contractors, consultants, other vendors/suppliers, community relations and other stakeholders; reviews design plans, specifications and construction documents for constructability; analyzes problems associated with strict compliance of plans and specifications, and makes determinations of alternative approaches; establishes and maintains a formal project review and monitoring process that serves as a guide and procedure for design teams, contractors and other internal and external stakeholders; supervises, trains and evaluates assigned staff; develops various project-programming documents through consultant efforts and/or independently; actively solicits input and feedback from project stakeholders in the development of project programs; coordinates programming efforts to ensure that fiscal, labor, and resource constraints are maintained; prepares requests for proposals and technical specifications for competitive bidding of construction services, architectural design and engineering, vendor supplies, materials and contracted services; makes regular inspections of grounds, buildings, systems and equipment; inspects work of subcontractors and contractors for conformance to building and safety standards and contract specifications; plans, prepares and develops exercises for long- and medium-range facilities for Capital Improvement Plan (CIP) and capital outlay construction projects to include scopes, schedules and cost estimates; provides input to revisions of administrative procedures and county standards and ordinances related to new facility construction and renovations; assigns and plans for necessary resources; works with affected county departments to ensure needs will be met; works with County personnel and follows approved procurement requirements; generates project solicitation and bid documents; review and rank consultant/contractor proposals; if necessary, conduct interviews for consultant selection; ensures all processes related to procurement of professional design and construction services are properly followed and maintained; analyzes, evaluates contractor and consultant proposals; leads consultant interviews, recommends selection and assists in negotiating contractual agreements; assists in the pre-qualification of contractors for construction and reconstruction projects, developing contract award recommendations; reviews, interprets, and implements detailed architectural, engineering and construction documents; prepares agenda items for presentations to the Board of Supervisors; monitors on-going construction projects to verify that schedules and budgets are being maintained; coordinates and assesses the work of offsite inspectors, technicians, and consultant personnel; provides technical support to consultants, project managers and project owners with recommendations regarding methods of maintaining schedules, budget, and construction specifications to conform to field conditions; facilitates system and facilities start-up procedures and equipment; coordinates completion of punch-list items with assigned project management staff; starts warranty period, reviews and issues operation and maintenance manuals and as-built drawings before project closeouts; and verifies all final documentation for project closeout; manages the negotiation and execution of leases, purchase agreements and other real estate transactions to support construction projects; ensures compliance with applicable laws, regulations and County policies throughout the negotiation process; negotiates with contractors to resolve disputes regarding quality of work, construction costs, or deviation from schedule; and recommends change order settlements; participates in critical inspections during construction to assure compliance with plans, specifications, contract provisions, building codes and regulations; monitors and follows-up on requests for information, change order requests, submittals, shop drawings, time extensions and requests, and contractor progress schedules; coordinates the construction project efforts to resolve differences on the interpretation of contract documents, plans and specifications; confers with technical consultants regarding structural, civil, electrical, mechanical, landscape and specifications issues; investigates construction problems and after conferring with the project engineer/architect provides recommendations for corrective action to the contractor; prepares reports of the construction process, pay applications, schedule, cost status, contractual defaults, changes orders, time extensions, and liquidated damages; assists in the preparation of the program budgets; solicits and tracks funds; prepares and presents agenda items to the board; meets regularly with County leaders to offer support and guidance on services provided/requested; analyzes and evaluates issues and proposals; recommends and implements solutions; submits recommendations for improving the organization's functions and processes; researches and presents information to the Board of Supervisors and executive management of the County; must be available to adjust work schedule to meet requirements of project; regular and reliable attendance is required; performs other duties as assigned.

SUPPLEMENTAL INFORMATION
Knowledge of: County policies and procedures; principles and practices of capital improvement and construction project management;construction project development, scheduling, monitoring, and control systems; principles, methods and practices of contract administration and negotiations, including governmental finance, budget maintenance, fiscal accounting, program/construction/services evaluation; county and state procurement, construction and work site safety regulations. Skill in: Organizing work assignments and project planning; identification and resolution of operational, procedural, and contractual problems and issues; effectively utilizing computer systems and applications, including spreadsheets, word processing, database, graphics, project management, and presentation software; planning, organizing and administering construction contracts, budgets and projects; inspecting the quality of work performed and resolving technical construction problems; maintaining complete and accurate records and preparing clear and concise reports; establishing and maintaining effective working relationships; communicating clearly and concisely, both orally and in writing, and explaining information in a clear and understandable manner to non-technical persons.Ability to: Work in varying extreme weather conditions; lift 25 – 50 pounds; recognize hazardous conditions and react appropriately;establish and maintain effective working relationship with co-works; schedule, train, supervise and evaluate work activities;motivate and control assigned personnel effectively; perform the essential functions of the job specifications with or without a reasonable accommodation.Work Environment: The usual and customary methods of performing the job’s functions require the following physical demands: lifting, carrying, pushing, and/or pulling; stooping, kneeling, crouching, and/or crawling. Generally, the job requires 30% bending, 20% walking, 20% stooping and 30% standing.
