This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer.
Under general supervision, performs work of routine difficulty in examining and processing title and legal descriptions used in changes of ownership and legal descriptions for real property. This position has department specific responsibility.
(Illustrative Only) Processes incoming deeds and various transfer documents and verifies appropriate account association; reads and interprets maps, and researches and analyzes the history of ownership of land parcels; determines and verifies legal descriptions when necessary; performs extensive research of legal titles to determine legal condition of property, determines and verifies legal descriptions, analyzes history and ownership of land parcels; research, locate and identify properties in database to determine ownership, sales price of property and current parcel ID number; examines and traverses recorded metes and bounds, legal descriptions and recorded plats; serves as the liaison between Assessor and title companies, as well as other real estate professionals to resolve title discrepancies; researches the history of a particular property to answer questions concerning records relating to locating information about taxes, liens and judgments, bankruptcy, mortgages and foreclosure proceedings during or preceding the title’s existence; works closely with GIS Mapping to ensure correct legal description in all property transfers; also Irfan View program to research for property history deeds; assists real estate professionals and the general public by answering questions regarding property title, mapping, property identification, principles, and practices; sorts, indexes and retrieves forms, formats and types letters, and various other correspondence to property owners, and process confidential and sensitive documents; answers complex questions from title companies, engineers, surveyors, government and general public concerning principles procedures and practices used in property; examines and completes records, forms and documents; regular and reliable attendance is required; performs other duties as assigned.
High School Diploma or GED Equivalent; and two (2) years of experience in in abstracting of titles or real estate transactions; OR; Knowledge of real estate laws practices, either from education or prior work experience; OR an equivalent combination of education and experience. Requires successful completion of a background check.
Knowledge of: County policies and procedures; recording legal documents pertinent to title examination; researching and analyzing property transfers; examining titles and analyzing them.
Skill in: The use of the English language, including spelling, punctuation and grammar; operating various office equipment and word processing; creating and maintaining files; taking and recording notes; applying legal descriptions to mapping; reading and understanding legal descriptions; reading and interpreting maps; meeting and dealing effectively and tactfully with public inquiries and problems; establishing and maintaining effective working relationships with employees, other agencies and the public; prioritizing work assignments to meet time constraints; maintaining confidentiality; communicating clearly and concisely, both verbally and in writing.
Ability to: Effectively respond to phone calls, emails and complaints in a timely manner; plan, prioritizes, manages and responds to multiple assignments in a fast-paced environment; read, write, research, synthesizes data and detailed reports; use modern office equipment and computers; communicate effectively verbally and written; lift up to 5 – 25 lbs.; perform the essential functions of the job specifications with or without a reasonable accommodation.
Working Environment:
The usual and customary methods of performing the job’s functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity. Generally, the job requires 60% sitting, 20% walking and 20% standing. Working at a computer monitor for extended periods required. The job is performed under minimal temperature variations and may have risk of exposure to communicable diseases.
