JOB SUMMARY:
Under general direction of the Supportive Housing Programs Administrator, manages the day-to-day operations and supportive services of the Sara McKnight Transitional Living Center (TLC), Rapid Re-Housing programs (RRH) and the Lower Valley Senior Housing Program (LVSH). Provides support and guidance to agency-wide, mission-based initiatives. This position is grant funded.
- Regular attendance at Employer's place of business and/or during particular hours, as assigned, is an essential function of this position. Employee must comply with and follow YWCA’s attendance policy at all times, unless a reasonable accommodation is requested and granted, as required by law.
- Manages program intakes, tenant contracts and must be knowledgeable of program grants. Administers and monitors program operations of the TLC/RRH/Senior Housing programs. Provides client management and service request for Senior Housing on a needed basis.
- Works with the Administrator to provide input of potential grant & funding opportunities. Stewards donations, funding sources, grants and agency budget by ensuring adherence to budget, financial processes and procedures and required financial reporting of funders. Adheres to agency purchasing and finance policies.
- Assures continued funding and compliance with federal, state, local funding source regulations and guidelines, and foundations’ guidelines. Works with the Administrator to provide input of potential grant and funding opportunities.
- Oversees the 24-hour operations of the Transitional Living Center and other Homeless Supportive Housings programs to include Rapid Re-Housing units. Coordinates the development, design and implementation of new procedures, Board approved policies, objectives, and related program needs in coordination with the Administrator.
- Administers and monitors Senior Housing operations and client management on a needed basis.
- Assures safety and maintenance reporting and documentation or each site is timely and complete.
- Administers assigned department related procedures and Board approved policies and objectives.
- Implements and directs programs through approved related policies to include services for education and career development, life skills of various topics, positive developmental youth activities, advocacy, outreach and other supportive services for families.
- Ensures compliance of tenant eligibility and tenant screening process of Senior Housing tenants.
- Prepares Senior Housing contracts for new tenants and renewals to submit to Contracts Administrator.
- Supervises Lead Shift Advocate and all 24/7 Shift Advocates to assure the facilities are maintained to all standards required for compliance with City ordinances and funding regulations.
- Supervises all supportive services staff to ensure staff work well together in accomplishing the goals and objectives of the supportive housing programs and understand policies and procedures.
- Manages Supportive Services by providing guidance to case managers, holds staff meetings, assign to trainings and assures participants’ and tenants housing needs are met by using available resources reasonably.
- Responsible for hiring, training, directing and evaluating of assigned employees.
- Conducts regular case staffing meetings to assure individuals’ action plans and desired outcomes are being sought and worked on. Recommends and follows up on necessary corrective action.
- Assists the Administrator in achieving YWCA division goals and objectives.
- Represents the YWCA on appropriate boards, committees focused on homeless services, housing services, community partner meetings, and related programs.
- Works with the Administrator to assure that the Agency and the assigned program(s) have a positive and consistent presence at relevant federal, state and community meetings.
- Assists the Marketing and Communications Department in promoting the programs and related services.
- Collaborates with community stakeholders including social services agencies, school district personnel, public health, health & services agencies, and law enforcement personnel to coordinate efforts to effect relevant, workable programs for participants.
- Oversees programmatic audits and monitoring; enforces the maintaining of program files, quality integrity of client data, and client data management systems.
- Provides monthly rent schedule to Supervisor and Accounting Department, receipts monthly fee payments for Senior Housing, and maintains fee schedules.
- Works with Administrator to develop strategic plans to meet service outcomes, program objectives and targets as well as grant objectives and requirements.
- Coaches and leads the Supportive Housing staff to provide services with industry best practices in care of participants in supportive housing programs.
JOB QUALIFICATIONS:
- Bachelor’s degree in human services or related field required. Master’s degree preferred.
- Seven (7) years’ experience in a management level position in human services related field required.
- Ten (10) years professional experience in a social services related field; or any combination of experience, training or education that provides the equivalent knowledge, skills, and abilities.
- Experience working with a homeless or other shelter/housing program is preferred.
- Must have demonstrated knowledge of regulating agency requirements and community resources.
- Must have working knowledge of Homeless Management Information System (HMIS), or experience with other federal tracking/reporting software, designed to track services.
- Ability to work in collaboration with other community agencies and volunteers required.
- Must be able to make sound judgments, have excellent decision making skills, and possess strong conflict resolution skills.
- Must be flexible, resourceful, empathic, confident, and be able to work with a difficult & sensitive population.
- Must be well organized, able to work independently, autonomously, and be able to handle multiple priorities.
- Excellent verbal and written communication skills required.
- Prior grant writing or grants management experience preferred.
- Must be able to work under pressure with constant interruptions.
- Must be able to operate a computer and have experience with MS Office software.
- Must have access to vehicle and possess valid driver's license.
- Must possess CPR and first aid certification within One (1) month of hire.
