JOB SUMMARY:
Under general supervision, assists the Payment Services Manager in managing the financial functions of the Child Care Services Contract. This position is grant funded. Continuation of position is contingent upon the availability of grant funds.
- Regular attendance at Employer's place of business and/or during particular hours, as assigned, is an essential function of this position. Employee must comply with and follow YWCA’s attendance policy at all times, unless a reasonable accommodation is requested and granted, as required by law.
- Reviews, monitors and evaluates the work of the Payment Coordinators. Provides on-the-job training to the Payment Coordinators and supports Provider Services Coordinators and Provider Services Coordinator Lead.
- Ensure that staff completes job assignments and monitor and provide feedback to Payment Services Manager regarding staff performance. Providers coverage in the absence of Finance staff.
- Assist in preparing and submitting Direct Care billings to WSB.
- Assist in processing the upload, status, and provider payments.
- Responsible for verification of the attendance in the Texas Child Care Connection (TX3C) for all assigned providers, to include using and referencing the Kinder Connect program.
- Must contact providers regarding any discrepancies and request reports as needed to include but not limited to 5 consecutive absence reports.
- Supports department in making attendance corrections in the child care management system.
- Report to the eligibility department, non-attendance due to child not attending day care facility.
- Immediately reports the non-payment reports to the eligibility department. .
- Confirm attendance records weekly or as required for processing.
- Process technical assistance to providers such as but not limited to password changes and system access issues.
- Assist providers and parents regarding attendance, in person and or by phone.
- Scan and file reports into Cabinets or TX3C timely.
- Prepare recoupment deposit daily and submit backup to Payment Services Manager.
- Prepares invoices for SNAP, TANF, and Choices billing.
- Utilizes Financial Edge, TX3C, and Database to record all payments, recoupments, and payments received and made to Workforce Solutions Borderplex and Texas Workforce Commission.
- Verify all adjustment backup is correctly scanned in Cabinets.
- Conducts and attends meetings and training sessions as required.
JOB QUALIFICATIONS:
- Associate's degree in accounting required with a minimum of 12 credit hours in accounting or have 60 semester hours of college credit, including at minimum 9 credit hours in accounting. Bachelor’s with a minimum of 12 hours credit in accounting preferred.
- Two (2) years' experience in accounting, bookkeeping, or auditing required.
- Must have one year in a lead or supervisory position.
- Bilingual capabilities in English/Spanish preferred.
- Must have analytical ability and be detailed oriented.
- Must be well organized and be able to handle multiple priorities.
- Excellent interpersonal skills required, with the ability to interact at all levels.
- Must be able to work under pressure with constant interruptions.
- Must be able to work independently and autonomously as required.
- Must be able to make sound judgments, have excellent decision making skills, and possess strong conflict resolution skills.
- Must have hands-on knowledge in operation of personal computer and MS Office software.
- Must have access to vehicle and possess a valid driver’s license and sufficient liability insurance.
