Job Overview
Responsible for the development of daily operations within the Sexual Assault Support Services (SASS) and the Sexual Assault Nurse Examiner (SANE) programs. Specifically, the Program Director identifies and examines alternatives and opportunities that have significant benefits for the programs and to the YWCA of Hawai'i Island by performing the following duties.

Responsibilities

  • Upholds and furthers the mission of the YWCA of Hawaii Island, which is dedicated to eliminating racism, empowering women, and promoting peace, justice, freedom, and dignity for all.
  • Collaborates with Executive Team in the process of hiring, developing, and evaluating performance of personnel within the department.
  • Accurately provide timely reports or revisions of service documentation using tools and procedures implemented in the program.
  • Evaluate operating results in terms of profitability, performance against budget, and other matters bearing on the operating effectiveness of the program and the organization.
  • Oversee the implementation of adopted plans and policies pertaining to program level based upon the goals and objectives of the programs and the YWCA.
  • Ensure compliance of agency with all laws and requirements, including funder requirements, under which the YWCA SASS and SANE programs operate.
  • Ensure quality of operations in support of the YWCA SASS and SANE programs.
  • Ensure quality of operation within every aspect of SASS and SANE programs, including program supervisors and staff.
  • Ensure responsibility, authority, and accountability of all program staff.
  • Develop annual budgets and manage financial performance to those budgets.
  • Identify and secure funding to achieve annual operating budget and long-term goals of the programs.
  • Maintain quality working relationships with referral agencies in keeping with the YWCA mission. Attend partner agency regularly scheduled meetings.
  • Collect and maintain accurate and relevant records pertaining to SASS and SANE programs, both hard copy and electronic. Oversees that staff maintain accurate records and provides timely statistical and activity reports on program activities.
  • Compile and generate reports and statistics for the funding agencies of the SASS and SANE programs as determined by the contract. Provide reports to partner agencies, the Board of Directors, and YWCA of Hawaii Island Executive Team, as needed.
  • Maintain and coordinate database changes related to changing laws and reporting requirements.
  • Provides written feedback to staff and contractors regarding work product and performance. Helps to establish corrective actions when needed.
  • Oversees training of staff and contractors. Informs staff and contractors of policies, procedures, and standards of care and of any changes in these policies, procedures, and standards.
  • Confers with staff to resolve grievance and promote cooperation and interest within the team.
  • Reviews overall job performance of staff and performs Initial Employment (IEP) and Job Performance Appraisals (JPA) as scheduled.
  • Coordinates and facilitates team meetings and two all-day staff meetings per year.
  • Provides information to the community about services available.

Supervisory Responsibilities

  • Directly supervises up to 15 employees in the SASS program. Coordinates and supports contractors in the SANE program. Fulfills supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. With the SANE program, is responsible for recruiting and providing training for Hawaii Registered Nurses to become SANE nurses in both adult/adolescent and pediatric cases.

Qualifications

Education and/or Experience

  • Bachelor's degree (B. A.) in business from a four-year accredited college or university including 12 credits in management, 12 credits in child development or three to five years related experience and training or equivalent combination of education and experience in human service management program.
  • Three years’ experience in a clinical setting and two years’ experience in human services management program preferred.

  • Must pass a pre-employment drug screen
  • Must pass DHS background check
  • TB clearance desirable
  • First Aid and CPR are desirable

  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to author reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

Mathematical Skills

  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Reasoning Ability

  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
