Position Title: Associate Director, Domestic Violence Program
Reports to: Director of Programs

Position Summary
This position works with the Domestic Violence Program at the Emergency Shelter site and is responsible for:
- operational and clinical oversight and program development
- providing leadership and management to the YWCA’s Domestic Violence residential programs, including shelter services and children’s program, to ensure the physical and emotional safety of survivors and their children
- ensuring each client receives appropriate, responsive attention, service and treatment in accordance with plans, programs, and contractual agreements
- fiscal management and development and grant compliance
- strong grant writing, development and grant compliance
- provide counseling services for survivors and families
- As a trauma informed provider, this position is responsible for providing insight on the effects of trauma on clients and provide guidance to domestic violence staff on providing services to clients in a trauma informed manner.
Essential Duties and Responsibilities
The essential functions include, but are not limited to the following:
- Provides overall leadership for the domestic violence residential program development and modification of operational procedures to ensure quality program services for survivors and their children.
- Monitors needs of the community and program participants; develops staffing patterns necessary to meet those needs.
- Implement and manage compliance assurance processes.
- Leadership of the domestic violence residential program planning and operational procedures to ensure quality program services for survivors and their children.
- Develops and maintains a program of staff development to provide quality services for program participants and to maximize employees’ career advancement; supervises professional and administrative staff and works with them to maintain an environment conducive to good staff morale and performance.
- Provide fiscal management including budget development, monitoring and forecasting; maintain records of fiscal activities within funding agency regulations, ensuring that revenues and expenses are balanced at the end of each fiscal year; monitors and controls expenditures to comply with contracts.
- Oversees grant management; development of government and foundation proposals for funding; manage county and state contracts; prepare for site visits, audits and the corrective action process.
- Supervises maintenance of program service records and supervises all record keeping processes relevant to contractual compliance; prepares and/or supervises preparation of all statistical, fiscal, and narrative reports as requested by funding sources.
- Attends conferences and meetings on domestic violence and represents the YWCA on boards and councils of organizations and government agencies advocating for victims of domestic violence and their families (e.g., the Los Angeles Domestic Violence Council).
- Ensures that relevant and up to date information on domestic violence is available for staff and volunteers.
- Performs managerial duties including:
- working with staff to set goals
- reviewing performance and completing appraisals as scheduled
- counseling and disciplining staff, where required
- coaching, advising and guiding staff through problems or new situations
- ensuring appropriate in service programs are provided to improve staff skills
- scheduling staff to ensure proper coverage and service in the Domestic Violence program at all times
- Develops and implements domestic violence policies ensuring compliance with State and other regulations and Agency policies.
- Develops and maintains a working knowledge of codes, laws and regulations that impact domestic violence programs; develops and implements changes to policies and procedures to ensure compliance with same.
- Assesses program needs of clients and oversees development/implementation of new programs where necessary; provides leadership to development and implementation process.
- Develops and maintains professional skills through networking with peers in other community service agencies, research, participating in seminars and continuing education, and reading.
- Displays sensitivity to the cultural and linguistic needs of the clients and families served.
- Facilitates staff meeting to provide input towards program development and coordinates staff training. Participates in weekly case conference and provides insight to client service planning.
- Communicates effectively in a culturally competent and diverse consumer population and promotes favorable interaction with managers, co-workers and others.
- Acts as a mandated child abuse reporter.
- Must participate in on-call rotation for consultation and oversight of 24-hour residential program.
- Acts as a member of the senior management team to strengthen and support the goals of the YWCA:
- promote YWCA mission to all staff
- participates as a member on various management committees
- develops and implements methods to improve fiscal soundness and control expenses
- actively cooperates with other departments in support of YWCA goals
- Perform other duties as assigned.
Minimum Qualifications (Knowledge, Skills, and Abilities)
- Masters in Leadership, Management, Social Work, Human Services, Behavioral Science or Counseling from an accredited university.
- Experience working with trauma survivors from underserved populations, including people of color, people who are experiencing homelessness, people from immigrant groups, and people in the LGBT community.
- Highly developed interpersonal skills including active listening, emotional de-escalation, patience and compassion.
- Strong analytic problem solving skills.
- Ability to work both independently and in a dynamic, cross-functional team structure
- Ability to manage and work through change in a proactive manner.
- Prior experience in social services field, preferably one serving victims of violence and their families and/or counseling crisis intervention.
- Effective computer skills and knowledgeable about program to provide telehealth services.
- Knowledge and sensitivity to issues affecting victims of violence, their families and he community.
- Excellent verbal and written communication skills.
- Professional appearance and ability to maintain confidentiality in all matters related to the agency/ program and positive comminutions with staff, interns, volunteers and the community.
- Bilingual skills in English/Spanish required.
- Excellent documentation skills, ability to prioritize, work independently and meet deadlines.
- Must demonstrate cultural humility and strengths based approach.
- Must demonstrate excellent attendance and reliability.
- Current Valid Driver’s License and a driving record acceptable to the agency’s insurance carrier.
- Ability to support the mission and philosophy of the YWCA.
- Participates in mandatory 40 hours of training in domestic violence and other training programs.
- Willingness to work a flexible schedule, including evenings and weekends based on program needs.
