JOB SUMMARY:
In accordance with the YWCA Quincy’s (the "YWCA Quincy" or "Association") philosophy and mission, The Executive Director will provide the executive/administrative leadership necessary to enable the YWCA Quincy to fulfill its goals and priorities.
The Executive Director is responsible to the Board of Directors (the "Board") in all areas with emphasis in Strategic Planning, Human Resource Management, Financial Management, Fund Development and Public Relations.
The Executive Director will demonstrate an ability to perform a wide variety of complex management duties to ensure the effective function of the association and is responsible, along with the Board of Directors, for making possible the growth of the Association, understanding the purpose of the Association and sharing in its realization.
MAJOR FUNCTIONS:
The Executive Director is the Chief Executive Officer and provides day-to-day leadership for the Association. They have overall responsibility for the building, programs, human resources, budget, public relations, and representation of the YWCA Quincy in the community. The Executive Director serves as head of staff, supervising top managers and delegating other supervision responsibilities. They also work in partnership with the Board of Directors to ensure that the YWCA Quincy meets requirements, plans responsibly, works positively with funders, licensing groups, the community, and works toward fulfillment of the YWCA Quincy’s Mission.
ESSENTIAL RESPONSIBILITIES:
Board Relations: The Executive Director provides guidance and information leading to planning, programs, and policy adoption. Oversees the implementation of adopted plans, policies, and programs. With the President, the Executive Director sees that the Board is effectively organized and that a system of board development is established. Ensures safekeeping of official documents and records. Serves as an ex-officio, non-voting member of the Board and all YWCA committees. Maintains a cooperative and communicative relationship with the Board of Directors, assuring that they have information necessary to fulfill their responsibilities. Assists the Board in short and long-range planning and works with Board members to conduct plans, review and modify them, as necessary. With the Executive Committee, prepares the agenda for Board meetings. Attends all Board meetings and functions (unless otherwise advised). Works with Board committees and assists them in implementing their plans and decisions. Assists Board in nominating new members and assists the President in orienting new Board members.
Human Resources Management: Employs, assigns, supervises, trains, evaluates, and terminates staff as an agent of the Board. Maintains personnel records. Works with the Board to ensure that legal requirements of the Association as an employer are met. Prepares, reviews, develops, and revises personnel policies, job descriptions and salary ranges, as necessary. Ensures leadership development of staff in a manner that demonstrates commitment to the needs and concerns of those the Association serves, utilizing both local and regional resources. Fosters professional growth and development of staff to increase awareness of the mission of the YWCA Quincy. Develops and maintains familiarity with human resources requirements and uses that knowledge to regularly review and update YWCA Quincy policies and procedures in conjunction with the Board. Administers and interprets policies and procedures. Organizes and structures YWCA Quincy staff to meet the needs of the Association. Ensures that all employees have adequate resources, training, and support.
Fiscal Management: Carries overall responsibility for all aspects of fiscal management, including assuring adequate financing for current operating needs and long-term goals. Responsible for overall fiscal management. Authorizes bill payment, ensures preparation of fiscal reports as required, and sees that accounts are audited annually. Maintains familiarity with the fiscal position of the YWCA Quincy and keeps the Board of Directors informed. Ensures that funder/grantor accounting requirements are met. Prepares funding applications as needed. Maintains funding base needed to provide YWCA Quincy services. Seeks new funding sources to expand YWCA Quincy support base. Works with the Board of Directors to raise funds to support YWCA Quincy services through fundraising events and solicitations.
Supports Mission: Maintains and demonstrates familiarity with women’s issues, women’s empowerment, racial justice, and other social justice issues. Provides education and training on the YWCA Quincy mission and related issues for staff, board, and community as needed. Ensures the use of the YWCA Quincy mission as a basis for planning, program, and decision-making. Ensures that YWCA Quincy public relations, publicity, and community efforts demonstrate the mission of the YWCA Quincy.
Compliance: Assures that the Association meets its corporate, constitutional, and legal responsibilities and reports to the board on the status of such requirements. Establishes systems for safekeeping of Association records, personnel files, and fiscal documentation. With the Board of Directors, assures that the Association meets national YWCA requirements. Participates in state, regional, and national YWCA meetings and shares information with the Board and staff as appropriate. Ensures that the YWCA Quincy meets funder and licensing requirements, maintains documentation, and files reports as required. Maintains cooperative working relationships with funders and licensing agencies.
Fund Development: With input from the Board, ensures that a comprehensive and diversified fundraising plan is in place which includes special events, annual giving, grant writing and capital campaigns. Implements and oversees the fundraising plan. Ensures proper management of assets.
Grants: Completes these tasks and/or provides oversight and supervision for those tasks that are assigned to staff.
- Timely prepares and submits all grant reports.
- Prepares and submits any budget amendments needed for all grants.
- Timely submits grant performance measures.
- Timely submits annual, quarterly, or monthly reports and any other data for grants.
- Manage YWCA HMIS
- Works with the Board Finance Committee and an accounting firm selected by the Board to prepare all grant draws and accompanying documentation.
- Presents grant materials to the Board before they are submitted.
- Coding of all grant expenses
- Assists with yearly financial reporting for the Association and takes lead on ensuring all audit materials are compiled and verified.
- Ensure grantors’ accounting requirements are met.
- Ensures preparation of timely and accurate financial statements, the annual audit, and reports required by funding organizations
- Analyzes budgets as needed.
- Works with the Business Office Administrator, payroll company, and accounting firms to ensure accurate maintenance of financials and provides necessary documents to funding organizations as needed.
- Provides programmatic, financial, policy, and/or planning updates to Board.
- Identifies best practice trainings for staff pertaining to grant maintenance and compliance.
Public Relations: Works to achieve and maintain a positive visible community image, assuring the YWCA Quincy is a known and valued social service agency within the area and the surrounding program service counties. Represents the YWCA Quincy in appropriate community groups and organizations. Interprets and markets the YWCA Quincy in cooperation with the Fundraising Committee. Maintains sound relationships with other community organizations. Participates in relevant organizations and shares information about the YWCA Quincy’s mission and program. Represents the YWCA Quincy in media and in other public situations. Maintains relationships with groups working on issues related to YWCA Quincy mission. Ensures a positive presence and professional public image for the YWCA Quincy. Ensures that the YWCA Quincy carries a significant role in the community and is known for its mission and valuable services.
Program Development and Oversight: Coordinates and manages responsibilities of program staff and other staff. Develops and implements plans for new programs as outlined in the Strategic Plan. Ensures that programs remain mission-directed and based on need from community assessments. Ensures professional standards of excellence for all (agency) programs. Maintains compliance with YWCA affiliation standards. Establishes fees for programs as appropriate.
Facilities Management: Ensures the proper use, management, safety, security, insurance, and upkeep of all facilities. Through the budgeting process and with Board approval, allocates resources for necessary maintenance as well as improvements.
EDUCATION AND SKILLS:
Graduate degree in organizational leadership, social work, public administration, or related field is preferred. Supplementary courses in such areas as business management, finance, personnel, law, and human development are desirable. An applicant with a bachelor's degree and/or a combination of education, professional, and life experiences will be considered. Minimum of five years directly supervising employees required.
Experience approaching corporations and major donors preferred. Experience in marketing or social media preferred. Administrative experience in human resources management, working with a non-profit board of directors, fiscal management and fund development, organizational planning and development, communications, and new program initiatives highly desirable. Experience in the non-profit sector as an assistant, associate, or executive director is desirable.
Successful candidates will have superior computer skills, including Excel, PowerPoint, Outlook, and Word. Must have strong organizational skills and the ability to multi-task, work independently and make decisions, as well as the ability to take initiative and meet deadlines. A passion for working with individuals and families in poverty is necessary. Proven ability to relate to people of all ages, races, and socio-economic backgrounds; to communicate orally and in writing; to understand and deal with controversy.
SAFETY:
This position always requires the employee to maintain attention to safety. Compliance with all safety policies is necessary. Individuals will be held accountable for all breeches of safety they are involved in.
PHYSICAL/MENTAL DEMANDS:
Work is primarily performed in an office or indoor environment. Will be required to reach with hands and arms; sit and stand. May be required to lift/carry/move up to 25 lbs. without assistance. Must able to work an average of 40 hours per week with more hours as needed to fulfill job duties.
