Position Description

The Bureau for Inclusive Growth, Partnerships, and Innovation (IPI), advances USAID’s work to end economic and social inequality, inequity and vulnerability, and to future-proof development assistance through innovation, experimentation and more diverse partnerships. The Bureau advances a systems approach to deliver cutting-edge technical assistance to Missions and other parts of the Agency to advance longstanding and emerging priorities, including digital development, localization and non-traditional partnerships, gender equality and equity for marginalized populations, and educational and economic opportunities for all. The USAID Center for Education is responsible for advancing the vision of the USAID Education Policy: Partner country education systems enable all children and youth to acquire the education and skills needed to be productive members of society. The Vision, Principles and Priorities of the Policy are applicable across both stable and crisis and conflict-affected contexts, as well as formal and non-formal education settings.

 

The Program and Budget Analyst is primarily responsible for analysis, input, guidance, and deliverables associated with the program cycle (see ADS Chapter 201 Program Cycle Operational Policy) for the IPI/EDU portfolio. The incumbent will work across The Bureau and IPI/EDU organizational lines to achieve a wide range of complex duties primarily in the areas of strategy development, budget, activity design, procurement, portfolio monitoring and management, reporting and other duties as assigned.

 

Location: Washington D.C.Work Schedule: Full-time, Hybrid (3 days in office)Starting Salary Range: $111,662 - $118,270 a year with the starting salary determined based on candidate’s knowledge, skills, experience, and education, in addition to budget availability.

Clearance: Ability to obtain a Secret clearance (US citizenship is required)

Responsibilities

• Activity Design and Procurement Recommends and participates in developing equitable and transparent strategies and approaches for new Center programs, activity designs, and other Center and sector needs.

• Coordinates activity approvals processes, including liaising between technical teams and the Leadership Team.

• Provides up-to-date guidance and assistance to specialized Center staff in procedural matters relating to activity design, approval, budget planning, obligation of funds, and contract and grant management.

• Prepares and disseminates various program documents and correspondence, including memos, waivers, amendments, congressional notifications, budget documentation, technical notifications and requests, and ensures that all documentation is complete and in compliance with USAID rules, regulations, and standards.

• In cooperation with technical staff, leads procurement planning and technical reviews. Tasks include supporting solicitation preparations, proposal and/or application reviews, and preparing and tracking information related to procurement and financial management.

• Channels technical teams' ideas and concepts into standard program cycle processes that allow for a transparent understanding of "how to get things done the right way" and allow for clear, efficient management decision-making.

• Portfolio Monitoring and Budget Management Coordinates ongoing, Center-wide activity project management and budget formulation and execution functions including accruals, pipeline reviews, field support, annual 653(a) allocations and Operational Plan processes.

• Supports budget formulation and execution functions and ensures allocations align with USAID Education Policy, U.S. Strategy for International Education, and other relevant policy documents.

• Work with the relevant teams to complete the annual Operational Plan process - including the work planning process for the Center, yearly kickoff meetings, coordinating external support for technical teams to draft work plans; responsible for regular check-ins with technical teams and troubleshooting problems as required.

• Draft and review various requests from Congress, including congressional notifications, questions for the record, and documents to prepare USAID for meetings with Congressional staff.

• Leads and supports on congressionally mandated reporting processes linked to budget cycle and performance

• Manages the planning and preparation for a variety of Center-wide meetings/reflections, including Center portfolio check-ins, and periodic Center-wide offsite meetings, retreats, and convenings.

• Provides analysis and input related to Center-level strategies and priorities, including practical approaches to identifying priorities, managing work, and adapting, as needed, during implementation.

• Responsible for tracking and reporting on progress to the Leadership Team.

• Flags issues and makes recommendations related to improvement of Center strategic and operational processes.

• Other Duties as Assigned Pitches in to fill gaps, participates in working groups/task teams, and completes other duties as needed.

Qualifications

Bachelor’s degree and (six) 6 or more years of experience or Master’s degree and (four) 4 or more years of experience.

•  Experience should be relevant to supporting USG program management and budgets could include: Experience supporting budgeting and financial management for an organization, including historical costs, fiscal budget and human resources requirements, and expenditure control;

•  Experience reviewing resource requirements and recommending resource allocations based on priorities and needs;

•  Experience providing analysis and evaluations to management that encompass programmatic milestones, schedules, and budgetary resource planning and execution required for effective planning, management, operations, and decision-making;

•  Experience providing interpretations of financial reports, statements, and data to identify trends and deviations from standards and/or plans and project data into the future;

•  Experience supporting the development and management of education programming.

•  Demonstrated commitment to producing outstanding work as a member of a fast moving, hard working office.

•  Strong organizational and analytical skills; attention to detail while being able to see the bigger picture and understand overarching priorities for the Center.

•  Excellent interpersonal and communication skills; able to successfully and effectively liaise with people within and across departments in a multicultural environment.

•  Ability to work independently, resourcefully, and take initiative, with flexibility to changing priorities and an eagerness to learn.
