The Energy Efficiency and Renewable Energy (EERE) Science, Technology, and Policy (STP) Program serves as a next step in the educational and professional development of scientists, engineers, and professionals by providing opportunities to participate in policy-related projects at DOE's Office of Energy Efficiency and Renewable Energy (EERE) in Washington, D.C. Participants will become part of a group of highly-trained scientists, engineers, and policy experts with the education, background, and experience to support DOE's mission and transition to a clean energy economy.

The Advanced Materials & Manufacturing Technologies Office (AMMTO) supports a globally competitive U.S. manufacturing sector that accelerates the adoption of innovative materials and manufacturing technologies in support of a clean, decarbonized economy. We do this through our mission: to inspire people and drive innovation to transform materials and manufacturing for America's energy future. AMMTO’s three subprograms are Energy Technology and Manufacturing Workforce (ETMW), Next Generation Materials and Manufacturing Processes, and Secure and Sustainable Materials. AMMTO is within the Office of Energy Efficiency and Renewable Energy (EERE) which invests in early-stage research and development, demonstration, and deployment of technologies that show viable pathways for achieving EERE’s five decarbonization priorities for electricity, transport, industry, building, and agriculture. EERE and its “Tech Offices” (Advanced Materials & Manufacturing, Bioenergy, Buildings, Hydrogen and Fuel Cells, Geothermal, Industrial Efficiency and Decarbonization, Solar Energy, Vehicles, Water Power, and Wind Energy) are overseen by the Undersecretary for Science and Innovation. The Department of Energy has diverse missions is to ensure America’s security and prosperity by addressing its energy, environmental and nuclear challenges through transformative science and technology solutions. DOE advances critical technologies, accelerates industry adoption, and supports the workforce development needed to ensure U.S. competitiveness and meet the challenge of a net zero carbon grid and economy-wide decarbonization.

AMMTO is seeking a Fellow to engage in AMMTO’s Energy Technology and Manufacturing Workforce (ETMW) Program, where there will also be some opportunity to participate in Battery Workforce activities. Fellows will engage in AMMTO’s energy storage and battery manufacturing research portfolio – which spans expanding domestic manufacturing of batteries, development of advanced materials for energy storage applications, and development of next generation battery cell designs. 

This Fellowship will last one year, with the opportunity to renew for additional years at the discretion of the sponsoring office.

As a Fellow embedded in the Advanced Materials and Manufacturing Office, your learning and professional development opportunities include:

  • Engaging in the management of the energy storage and battery manufacturing research portfolio, strategic planning for future activities, and targeted coordination and collaboration to maximize impact.
  • Exploring other complementary activities within AMMTO, including entering the Big Ideas Contest and collaborating on reviews for other AMMTO, EERE, and DOE programs. 
  • Participating in a Smart Manufacturing Initiative that includes application of AI/ML to energy conversion and storage related RD&D projects.
  • Collaborating with other DOE offices such as the Office of Manufacturing and Energy Supply Chains and Office of Clean Energy Demonstrations overseen by the new Undersecretary for Infrastructure.
  • Engagement with aligning AMMTO’s research portfolio to maximize impact within the context of Congressional direction, White House goals, Federal strategies, and DOE mission.
  • Tracking the status of relevant policy, research, and market developments.
  • Engaging in developing portfolio strategy and executing it through funding opportunities, project management, proposal review, or other approaches.
  • Growing stakeholder engagement, including the creation of opportunities to grow AMMTO’s innovation ecosystem.
  • Participating in the Battery Workforce Initiative and related education and workforce initiatives.
  • Collaborating on developing technical or policy communications to a diverse set of stakeholders.
  • Providing a monthly summary of key updates related to energy storage and battery manufacturing policy, research, and market developments.
  • Reviewing project reports and proposals related to energy storage and battery manufacturing and provide recommendations to improve project performance.

Stipend and Benefits

AMMTO offers a competitive stipend for participation in this program determined on an individual basis. This Fellowship also offers a range of additional benefits including: medical insurance, a local transportation stipend, and Federal holidays. Relocation expenses incurred in relocating from current address to Washington, D.C. will be reimbursed, in the amount of up to $5,000 (if more than 50 miles from the address shown on the application). Fellows will receive a travel and research allowance of $10,000 per appointment year to cover expenses for scientific and professional development activities. Fellows may be offered an extension for additional years with an increase in stipend and cost of living adjustment. Past Fellows have gone on to take a wide range of permanent positions in industry, academia, and government.

Appointment Start Date

Exact start dates will be determined at the time of selection and in coordination with the selected applicant. Applications are reviewed on an on-going basis and appointments will be offered as qualified candidates are identified over the course of the application cycle, which is usually open for at least one year.

Nature of Appointment

The Fellow will not enter into an employee/employer relationship with ORISE, ORAU, DOE, or any other office or agency. Instead, the Fellow will be affiliated with ORISE for the administration of the appointment through the ORISE letter of appointment and Terms of Appointment. The initial appointment period will be for one year, with the possibility to extend the appoint for additional years at discretion of the mentor and sponsoring office.
