A hands-on experience and learning opportunity is currently available in the Office of Information and Library Sciences (OILS) of the Bureau of Transportation Statistics (BTS) at the United States Department of Transportation, in Washington, D.C.

OILS team members operate the National Transportation Library (NTL), maintaining, facilitating access to, and preserving statistical and research information and data, needed for transportation decision-making at the federal, state, and local levels. OILS also coordinates with public and private transportation libraries and information providers to improve information and data sharing among the transportation community.

Joining the Information Systems Management Team at OILS, the selected participant will be offered an opportunity to gain hands-on experience and skills in Cloud technologies, application development, and data management best practices, relating to transportation data produced by the BTS offices and USDOT-funded researchers. The participant will gain exposure by using various programming languages to develop and maintain cloud based applications and databases; to utilize data visualization tools to create analytical reports; to help the senior cloud engineer to adapt various cloud services such as ETL for batch processing metadata; to participate in AI research and adaption; to engage the senior cloud engineer to follow and implement Federal Government and DOT security regulations and guidance to ensure NTL Information Systems security.

As information technologies evolve rapidly, the participant will also have the opportunity to collaborate with NTL and BTS teams on new projects and initiatives as they arise.

Under the guidance of a mentor, opportunities to gain skills and experience may include:

  • Applying cloud technologies and cloud services.
  • Writing SQL queries and managing databases.
  • Developing and maintaining applications by using various programming languages.
  • Utilizing various data visualization tools to generate data analytical reports.
  • Batch processing metadata and data sets.
  • Adapting AI technology to improve overall data processing practice.
  • Implementing federal government and DOT security regulation and guidance.
  • Providing technical support to the cataloging team.

The selected candidate will receive a stipend as support for living and other expenses during this appointment. Stipend rates are determined by DOT officials and are based on the candidate’s academic and professional background. The candidate may also be eligible to receive a health insurance allowance and reimbursement for travel expenses. This appointment is full-time (40 hours per week) for one year and may be extended in increments of one year (up to three years, with optional extensions for years four and five), contingent upon project needs and funding availability.

Position Location: On-site with virtual Options or Remote-participation Eligible, depending on candidate.

NTL is located in the U.S. Department of Transportation headquarters at 1200 New Jersey Avenue SE, Washington DC, 20590. DOT is served by the Navy Yard Metrorail Station (Green line)

Appointment start date will be as soon as possible, depending on candidate’s graduation or availability, but no later than August 1, 2024.

ABOUT BTS & OILS:  The U.S. Department of Transportation's (USDOT) Bureau of Transportation Statistics (BTS) is the Principal Federal Statistical Agency that provides objective, comprehensive, and relevant information on the extent and use of the Nation’s transportation system, how well the system performs, and the effects of the system on society and the environment. The Office of Information and Library Sciences (OILS) operates the National Transportation Library (NTL) within BTS, maintaining, facilitating access to and preserving statistical and research information and data needed for transportation decision-making at the Federal, State, and local levels. The OILS team also coordinates with public and private transportation libraries and information providers to improve information and data sharing among the transportation community. The NTL was established in 1988 as a born-digital library. OILS has recently moved into the preservation and dissemination of digital datasets.
