This Cyber and Platforms (CAP) Engineering Manager will be accountable to the CAP Engineering Project Manager (EPM) for technical, cost, and schedule performance within the EI4CD Engineering Management Portfolio.
They will be listed as the Control Account Owner for all Control Accounts that fall under their portfolio.
They will be primarily responsible for working with the EPM to ensure efficient engineering processes are being followed and adhered to in order to deliver capability, on schedule, to the customer. They will be responsible for managing dependencies between teams within their Engineering Management Portfolio and will support the EPM in management of external dependencies elsewhere within the enterprise. The Engineering Manager will adhere to Agile principles and ensure teams follow Agile cadence to ensure the best possible product delivery to the customer.

Responsibilities
- Adhering to the LM PMM accounting and reporting requirements
- Identifying and tracking all Risks and Opportunities, iteration events and releases
- Responsible for leading the respective product teams
- Ensure that each team is only working on the prescribed scope as laid into the IMS
- Ensure teams update Jira, decompose stories and capture performance correctly, conduct daily standups, conduct unit testing and regression testing
- Responsible for ensuring personnel charging is correct, monitoring weekly hours report
- Manage and report on team technical issues and resolutions
- Support EPM in proposal development to include authoring and reviewing BOEs and Engineering Estimates
- Ensure team technical commitments are clearly understood and met or exceeded
- Produce ETC/EVM and other engineering metrics to identify and address all technical or staffing issues while managing cost/schedule
- Work with EPM to provide timely and accurate projections of engineering resource requirements and identify staffing needs
- Maintain backlog of assigned features to meet technical commitments
- Ensure teams follow organizational processes
- Nominally attends all milestone events (in-person when possible)
- Supports the EPM in managing and forecasting technical maturity, including when milestone maturity can be claimed and what OE is required to support such a claim
- Experience with C2BMC and/or the Missile Defense System
- Experience executing Earned Value Management (EVM)
- Project management Experience
- Experience leading teams.
- Experience generating metrics/KPIs
- Demonstrated strong communications skills
- Strong Infrastructure/Cyber/Network Engineering Background
- Experience managing and delivering complex DoD systems
- Solid understanding of Earned Value (SPI/CPI/TCPI)
- Cost and Schedule- Explanation of Variances
- ETC and EAC
- Development of Return to Green Plans
- Experience with Agile Development Processes and tools (e.g., Jira, Agility, Confluence)
- Experience with the DevSecOps process and integrating into Software Development
- (Preferred) Agile Certification
- Expert, authority in discipline typically with an advanced degree and 12 years experience or bachelors with 14 years experience or equivalent
- Secret Clearance Required
