The San Francisco Municipal Transportation Agency (SFMTA) is a department of the City and County of San Francisco responsible for the management of all ground transportation in the city. The SFMTA has oversight over the Municipal Railway (Muni) public transit, as well as bicycling, paratransit, parking, traffic, walking, and taxis.

APPOINTMENT TYPE : Temporary Exempt, Full Time not to exceed three (3) years – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

The Livable Streets mission is to create safe and inviting streets and sidewalks for all who walk and use a bicycle, focusing on projects that advance San Francisco’s Vision Zero commitment to eliminate traffic deaths in San Francisco. This work unit is responsible for delivering bicycle, pedestrian, and traffic calming projects in conjunction with other departments, including San Francisco Public Works, Planning Department, and Recreation and Park Department on time and within budget. These projects require a heavy emphasis on teamwork and consensus-building within the Agency, with stakeholders, and with elected officials, as well as a thorough understanding of how bicycle and pedestrian projects affect transit, accessibility, and traffic operations.

Under general supervision and as part of a team of transportation engineers and planners, the Junior Engineer applies engineering principles and practices to transportation engineering problems to design and deliver high-priority bicycle and pedestrian safety projects that support San Francisco’s Transit First and Vision Zero goals, including performing engineering work in the field and office following established engineering methods and procedures.

This position completes tasks in support of various projects in the SFMTA’s Livable Streets Subdivision, including quick build projects and more traditional capital construction projects. These projects will design and implement pedestrian and bicycle safety improvements along corridors, including protected bike lanes, new and modified traffic control signals, pedestrian bulb-outs and islands, and other traffic engineering measures to improve safety for all roadway users.

EXAMPLES OF IMPORTANT DUTIES :

  • Applies engineering best practices, standards, and guidelines to bicycle and pedestrian facility designs, including preparing protected bike lane and traffic signal designs for a variety of Spot-Improvement, Quick-Build and capital construction projects.
  • Develops calculations for traffic signal timing card changes to improve pedestrian and bicycle safety and reduce transit travel time.
  • Prepares and reviews analysis of traffic and transit operations using Synchro and other software tools.
  • Prepares, reviews, and checks routine traffic signing and striping drawings and designs plans for a variety of transportation engineering projects using AutoCAD and other software tools.
  • Reviews and analyzes field data, collision reports and results of office research to determine appropriate transportation safety measures.
  • Conducts field inspections of existing conditions to determine the necessity for future improvements, repair, or maintenance of bicycle and pedestrian facilities.
  • Prepares correspondence, minutes, and reports for a variety of inquiries and problems regarding engineering policies, procedures, standards, appeals, and other related project activities; and prepare and process legislation for engineering related issues.
  • Prepares reports, contract specifications, lists of materials, cost estimates, schedules, and progress payments.
  • Creates maps through GIS and updates various databases to track project implementation status.
  • Participates in public outreach activities including meetings and public hearings; assists in preparing presentations to staff, committees, boards, commissions, approval agencies and the general public.
  • Corresponds with stakeholders, citizens, and the public in regard to requests related to transportation engineering and / or bicycle and pedestrian safety.
  • Performs other related duties and responsibilities as required.
  • DESIRABLE QUALIFICATIONS :

  • Excellent oral and written communication skills. Comfortable interacting with members of the public via letter, email, telephone and in person.
  • Familiarity with Complete Streets concepts, including protected bike lane design, pedestrian safety countermeasures, traffic calming, and public transit operations.
  • Ability to use various computer applications, including AutoCAD, Synchro, Microsoft Word, Excel, Power Point, Outlook, ArcGIS and related software.
  • Familiarity with Manual on Uniform Traffic Control Devices (MUTCD), Caltrans Standard Plans and preparation of traffic signal modification and intersection safety lighting design.
  • Detail oriented, excellent organizational skills, ability to multi-task, manage stress, successfully adapt to new situations as they arise and meet project deadlines.
  • Maintains a positive, proactive and upbeat attitude. Interacts tactfully and courteously with co-workers, staff, department heads, officials, other agencies and the general public to promote and maintain a productive working relationship.
  • Experience collaborating with diverse stakeholders, community groups, underserved or marginalized communities.
  • MINIMUM QUALIFICATIONS :

    A. Possession of a baccalaureate degree or graduate degree from an engineering program with a major in the Architectural Engineering, Civil Engineering, Environmental Engineering, Geotechnical Engineering, Sanitary Engineering, Structural Engineering, Traffic Engineering, Transportation Engineering, Water Resources Engineering, or Engineering Management.

    B. Possession of a valid Engineer-in-Training (EIT) certificate issued by the National Council of Examiners for Engineering and Surveying (NCEES).

    C. One (1) year of verifiable professional Civil engineering experience performing at least three of the following tasks :

  • Preparing or assisting in preparing studies, designs, drawings, sketches, and plans using AutoCAD and other software tools.
  • Collecting data to assess project needs and define project scope through site visits, surveying, review of existing documents, reports, drawing and manuals, performing measurements, collecting samples, or / and interviews with the stakeholders.
  • Preparing or assisting in the preparation of contract specifications, lists of materials, cost estimates, schedules, and progress payments.
  • Preparing or assisting in the preparation of engineering reports and reports concerning field conditions, the progress of projects, the results of studies, and other matters.
  • Conducting data analyses and mathematical calculations, in order to determine type or size of material or equipment.
  • Conducting routine field inspections of construction and repair projects in progress to ensure conformance with plans, specifications and codes; checks and records work progress at various construction sites.
  • Note : Internships, drafting experience and student design work do not qualify as professional engineering experience.

    2. Possession of a Professional Engineer (PE) license in Civil Engineering from the California Board of Professional Engineers, Land Surveyors and Geologists.
