    Title: Human Resources Manager
    Classification: 12-Month Position
    Primary Function: The Human Resources Manager is responsible for ensuring the District’s human resources functions operate efficiently and follow District policies and applicable state and federal laws. The Human Resources Manager oversees the following workstreams: recruitment and selection, employee relations, compliance, ISBE-mandated training, university relations, and non-certified performance management. This individual also assists the Payroll Department with benefits and leave administration.
    Accountability: Superintendent
    Qualifications:
    • Bachelor’s degree in Human Resources, Education, or related field
    • Minimum of three years of human resources or labor relations experience in a fast-paced work environment or public school district
    • Prior experience in public school administration, organizational development, education management, or related fields
    Preferred Qualifications:
    • SHRM-CP; PHR Certification
    • Master’s Degree in Human Resources, Education, or related field
    • Fluent in Spanish
    • Knowledge of teacher evaluation
    • Knowledge of Illinois School Code
    • Experience with collective bargaining/contract negotiations
    Essential Duties and Responsibilities:
    • Coach, train, and advise District leaders on matters related to employee and labor relations, talent management, recruitment, and compliance per district, state, and federal mandates
    • Ensure compliance with board policies, union collective bargaining agreements (CBAs), and state and federal employment regulations
    • Address employee concerns, conduct investigations, and recommend appropriate consequences and/or next actions
    • Create, update, and maintain job descriptions; post positions to website and job boards
    • Maintain all personnel records, ensuring compliance with state laws regarding employment records management
    • Partner with the Payroll Department to administer leaves (FMLA, short-term disability, etc.) of absence per Illinois School Code, board policies, and union contracts
    • Schedule, assign, monitor, and track annual ISBE-mandated training
    • Serve as the District Title IX Coordinator/Complaint Officer and investigate employee complaints
    • Serve as the District liaison for university relations (student teaching, observation hours, etc.); ensure compliance with District pre-employment requirements
    • Stay abreast of employment laws, regulations, and best practices; liaise with District attorneys when necessary
    • Participate in recruitment, professional development, and networking conferences
    • Oversee the non-certified performance evaluation process
    • Create and distribute monthly board letters following board approval (new hires, resignations, leaves of absence, retirements, reassignments, etc.)
    • Effectively utilize the District’s human resources technology platforms for day-to-day HR administration (Infinitec, Droplet, EvaluWise, and Skyward)
